1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 6, 2023 <br /> Action Agenda <br /> Item No. 8-p <br /> SUBJECT: Revised Memorandum of Understanding (MOU) for the Orange County <br /> Partnership to End Homelessness (OCPEH) <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Attachment 1: Revised Memorandum of Corey Root, Director, Housing, (919) 245- <br /> Understanding for the 2490 <br /> Orange County Partnership <br /> to End Homelessness <br /> Attachment 2: Resolution Authorizing the <br /> Chair to Execute a Revised <br /> Memorandum of <br /> Understanding with the <br /> Orange County Partnership <br /> to End Homelessness <br /> PURPOSE: To approve a resolution authorizing the Chair to sign the revised Orange County <br /> Partnership to End Homelessness Memorandum of Understanding. <br /> BACKGROUND: In April 2008, the Orange County Board of Commissioners, the Chapel Hill <br /> Town Council, the Carrboro Board of Aldermen (now Town Council), and the Hillsborough Board <br /> of Commissioners endorsed the Orange County 10-Year Plan to End Chronic Homelessness and <br /> entered into a Memorandum of Understanding to fund a Partnership Coordinator position and <br /> support the Plan's implementation by the Orange County Partnership to End Homelessness. In <br /> November 2014, the BOCC authorized an update to the MOU to reflect how the Orange County <br /> 10-Year Plan to End Chronic Homelessness had evolved to become an on-going program, which <br /> the Partnership to End Homelessness implemented. <br /> In June and July 2022, the Town of Hillsborough Board of Commissioners, the Carrboro Town <br /> Council, the Chapel Hill Town Council, and the Orange County Board of Commissioners approved <br /> an MOU for a one-year term. In the intervening period, the OCPEH Executive Team, comprised <br /> of representatives from the four elected boards, met and revised the proposed MOU to reflect the <br /> inclusion of system and OCPEH programming data in annual reports and participation in County- <br /> wide housing planning efforts. OCPEH staff presented annual reports to the four elected boards <br /> between January and May 2023. The Chapel Hill Town Council approved at the proposed MOU <br /> at its meeting on May 24, 2023. The Town of Hillsborough Board of Commissioners will be <br /> considering the proposed MOU on June 12, 2023. The Carrboro Town Council will be considering <br /> the proposed MOU on June 27, 2023. <br />
