Resolution of Intent for Right-of-Way Asset Management Services, 919-245- <br /> Abandonment 2453 <br /> PURPOSE: To adopt a resolution declaring the County's intent to abandon a right-of-way owned <br /> by Orange County named "Future Street" and to authorize the scheduling of a public hearing on <br /> the matter. The right-of-way is located adjacent to Acorn Ridge Trail (SR 1631) which is in the <br /> Grand Oaks Estates subdivision located off St. Mary's Road. <br /> BACKGROUND: Orange County received an application (Attachment 1) from Nancy M. <br /> Culberson, the property owner at 6230 Acorn Ridge Trail (PIN 0806-34-5908), to abandon an <br /> adjacent right-of-way designated for "Future Street" on the subdivision plat in Attachment 2. This <br /> area is designated as a right-of-way conveyed to Orange County for a future public road system <br /> on the plat for Phase III of Grand Oak Estates that was approved and recorded in April 1993 <br /> (Attachment 2). The property within this right-of-way was deeded to the County on April 19, 1993 <br /> (Attachment 3). <br /> The right-of-way lies along the eastern property line of Ms. Culberson's property (PIN 0806-34- <br /> 5908) and to western property line of 6300 Acorn Ridge Trail (PIN 0806-34-7968) (Attachment 4). <br /> The land designated as the future street is in Orange County's planning jurisdiction and is zoned <br /> Agricultural Residential (AR). The right-of-way does not have a PIN. A road was never constructed <br /> or requested by the North Carolina Department of Transportation (NCDOT), and it is not eligible <br /> for state maintenance. It was Orange County's common practice at the time to request"stub outs" <br /> of dedicated rights-of-way to adjacent properties during the subdivision process to enable <br />
