8 <br /> USUMMIT <br /> DESIGN ENGINEERING SERVICES <br /> November 3, 2022 <br /> RE: Zoning Atlas Amendment Application for Lawrence Road Development, PIN 9883194355 <br /> Narrative Statement <br /> 2.8.3 (C) <br /> The alleged error in the Zoning Atlas and/or Unified Development Ordinance text that would be corrected by <br /> the proposed amendment with a detailed explanation of such error in the Zoning Atlas and/or Unified <br /> Development text and detailed reasons how the proposed amendment will correct the alleged error. <br /> The project proposes to change the Zoning Designation of the subject parcel. Currently, the parcel is zoned R-1, and <br /> this application proposes to change the Designation to Master Plan Development Conditional District(MPD-CD) <br /> to allow for the proposed non-residential land uses. <br /> 2.8.3 (D) <br /> The changed or changing conditions, if any, in the area or in the County generally, which makes the proposed <br /> Zoning Atlas and/or Unified Development Ordinance text amendment reasonably necessary to promote the <br /> public health, safety and general welfare; <br /> According to Census.gov, Orange County's population has grown by more than 11% since 2010. The Town of <br /> Hillsborough itself has grown by more than 59% in that same time period. According to the Census 2020 summary <br /> available on the Orange County website, there are more than 29,000 children under the age of 18 in Orange County. <br /> Per the National Center for Education Statistics, the Orange County School District has fewer than 7,100 students <br /> enrolled. <br /> Based on these trends and the proximity of this site to the quickly growing Town of Hillsborough, this project <br /> proposes to provide much needed educational facilities as well as recreational facilities for the health and welfare of <br /> the growing general population. <br /> 2.8.3 (E) <br /> The manner in which the proposed Zoning Atlas and/or Unified Development Ordinance text amendment will <br /> carry out the intent and purpose of the adopted Comprehensive Plan or part thereof; an <br /> The proposed Zoning Atlas amendment would allow a change in use of the parcel, from Rural Residential(R-1) <br /> which allows rural, non-farm residential development to Master Plan Development Conditional District(MPD-CD) <br /> which allows for School: Preparatory uses as well as Recreational Facilities (Recreational Facilities are subject to <br /> use standards). <br /> The proposed Zoning Atlas amendment is aligned with the Future Land Use designations due to the `20 Year <br /> Transition' delineation of the parcel.
