The location of these wetlands is
shown on Figure 3. All wetlands within the PSA are located within the Neuse River Basin
(USGS HUC 03020201). USACE wetland determination forms and North Carolina
Wetland Assessment Method (NCWAM) forms are included in a separate PJD Package.
Table 5. River Basin Buffer Rules
Streamside riparian zones within the PSA are protected under provisions of the Neuse
River riparian buffer rules, administered by NCDWR. Per the Neuse River riparian buffer
rules, streams depicted on the most recent published manuscript of the Orange County Soil
Survey (prepared by the Natural Resource Conservation Service [NRCS], of the United
States Department of Agriculture [USDA]), or the United States Geologic Survey's
(USGS)National Map shall require a total of 50 perpendicular feet of riparian buffer from
the stream top-of-bank. This 50' riparian buffer has two zones. Zone 1 consists of the first
30 undisturbed perpendicular feet from the stream top-of-bank. Zone 2 consists of the
outer 20 perpendicular feet, starting from the outer edge of Zone 1. Limited disturbance is
allowed in Zone 2. Specific disturbance activities and uses which are allowed in Zone 2
can be found in Items (9) and(11) of the Neuse Buffer Rules.
In addition to the 50' buffer requirements of the Neuse River riparian buffer rules, the
Orange County Unified Development Ordinance(UDO)requires additional buffers, which
are determined by slope severity within 250 perpendicular feet from the stream top-of-
bank. Section 6.13 of the UDO explains how to calculate the width of stream buffers.
Slope values within the PSA are less than 7.5%. As a result, an additional 15' of buffer
15 January 2023
