I will say on the record,that since this a conditional use zoning atlas amendment, pursuant to NC GS 160D 73B, <br /> 608 you are allowed to offer conditions. I will say on the record tonight,subject to NCDOT approval,we will install a median <br /> 609 on Lawrence Road at the Old NC 10 intersection. Now to answer your questions as to how we got to that point, Lyle,will <br /> 610 you give a background on the study area please?This is Lyle Overcash our traffic engineer who specializes in school <br /> 611 traffic. <br /> 612 <br /> 613 Lyle Overcash:A lot of good comments from the neighbors, Old NC10 and Lawrence Road was brought up early in the <br /> 614 scoping process,the county asked for that intersection to be included in the study area.The development overall was <br /> 615 about 4,000 vehicles a day. NCDOT felt like with such a minor volume it was highly unlikely that they would make any <br /> 616 kind of improvements there.The intersection is on the HSIE list so it has an accident history.A gentleman earlier in the <br /> 617 meeting made a good suggestion about putting a median on NC10,to prevent folks from cutting the corner. We haven't <br /> 618 studied that. Someone else had mentioned that folks are running through the intersection, maybe not stopping. It sounds <br /> 619 like if you added a median on Lawrence Road,just looking at a street view while the meeting was going on, I don't see a <br /> 620 lot of striping that is noticeable, so I think through adding some additional striping, a stop bar, possibly adding that <br /> 621 median, and what that median would do is allow you to put up another stop sign. So that would give you two stop signs <br /> 622 as you approach that intersection so maybe that would help prevent some people from running through the intersection. <br /> 623 Again,we didn't study that intersection in the TIA,those are just some suggestions that came to us. <br /> 624 <br /> 625 Statler Gilfillen: Have you done any studies comparing accident rates with traffic on NC10/Lawrence Rd compared to <br /> 626 comparable areas? <br /> 627 <br /> 628 Lyle Overcash: No,we didn't study NC10. <br /> 629 <br /> 630 Statler Gilfillen: One of the people here in the audience has raised that point that several accidents have happened on <br /> 631 Lawrence Road. Being someone that uses it, I am concerned about that. <br /> 632 <br /> 633 Lyle Overcash: The posted speed limit on Lawrence Rd. is 45 mph....when we would build this development,we would <br /> 634 petition the DOT to make that area a school zone through that area so we would try to reduce the speed limit during <br /> 635 school hours to 35 mph so that would give it at least a window particularly during the AM peak hour to try to reduce the <br /> 636 speeds through that area. <br /> 637 <br /> 638 Statler Gilfillen:At River Park Elementary at about 8 o'clock in the morning, going in and out of that school,there could <br /> 639 be a 15 minute delay and there have actually been people who have been hit.A custodian was once hit by a car.What <br /> 640 precautions for entering and leaving this school are you taking, not to slow traffic? People coming are not expecting that <br /> 641 delay and they are going to be very upset... <br /> 642 <br /> 643 Lyle Overcash:As we discussed at the last meeting,the most important thing is to make sure that the stacking, the cars <br /> 644 are stacking on the campus and not backed out onto Lawrence Rd. or US70.That is the number one thing.Again,we <br /> 645 have about a mile of stacking distance on the campus itself and Joey is committed to making the management plan work <br /> 646 and keep that stacking on campus, that is the number one issue. The second biggest safety concern would be the left <br /> 647 turn lanes that are going to be provided at the school driveways at Lawrence Rd. and US70.There's no left turn lanes on <br /> 648 NC10 and I'm sure there are some accidents associated with that. The center left turn lane is the most critical thing when <br /> 649 it comes to safety. <br /> 650 <br /> 651 Beth Bronson:You spoke about 15% of school traffic coming from Nc10 to Lawrence Rd.then 15% coming from NC86, <br /> 652 15% coming from the west side of Hillsborough....having the lottery system you will have a lot of students coming from <br /> 653 neighboring counties, I know that there are plans for a bus, how much traffic might end up getting routed to NC10 <br /> 654 because there is so much congestion in the Hillsborough city limits. I think that is something to consider and I do <br /> 655 understand the neighbor's concern about the traffic and the commuters'concerns about the traffic.Also that this is not a <br /> 656 24 hour business or a 1600 student school facility.
