161 <br /> • Implement the On-Site Traffic Management Plan as provided in the TIA with <br /> appropriate adjustments as needed based on field conditions to ensure efficient <br /> operation and on-site accommodation of queues. <br /> These internal site improvements are the responsibility of the school system and are not <br /> reimbursable by NCDOT. <br /> Additional Recommendations: <br /> The TIA identified three additional study intersections where operational issues were <br /> noted during the existing and future analysis scenarios. <br /> The TIA indicated that the intersections of U.S. 70A and Lawrence Road and U.S. 70 and <br /> Lawrence Road are currently experiencing delay and are expected to experience <br /> additional delay during the AM and PM peak periods with the addition of school traffic. <br /> The study recommended capacity improvements at these intersections. It should be noted <br /> that anticipated delays are expected to be short-lived and limited to the AM and PM peak <br /> periods. Operation is expected to be significantly better during the remainder of the day. <br /> The existing all-way-stop and traffic signal controls at these intersections are expected to <br /> continue to provide for safe operation. <br /> The study indicated that the intersection of U.S 70 and U.S. 70A is experiencing a <br /> "notable crash history" and significant side-street delay in the existing and future analysis <br /> scenarios. The study did not recommend specific operational improvements at this <br /> intersection to mitigate anticipated development impacts. This intersection is currently <br /> identified in the North Carolina Highway Safety Improvement Program(HSIP). <br /> Improvements at these intersections are currently not programmed or funded. NCDOT <br /> may consider these intersections for delivery of future improvements via other <br /> Department programs such as Spot Mobility, Spot Safety, and the Transportation <br /> Improvement Program(STIP) subject to available funding, environmental and cultural <br /> impacts, and availability of right way. <br /> General Requirements: <br /> It is necessary to obtain an approved driveway permit and/or encroachment agreement(s) <br /> prior to performing work on the NCDOT right of way. As a condition of the permit, the <br /> permitee shall be responsible for design and construction of the above stipulated <br /> improvements in accordance with NCDOT requirements. An approved permit will be <br /> issued upon receipt of approved site plan, roadway and plans, inspection fee, and any <br /> necessary performance and indemnity bonds. <br /> The applicant shall dedicate any additional right of way necessary to accommodate the <br /> required road improvements or future improvements as stipulated. <br /> Intersection radii and geometry shall be designed to accommodate turning movements of <br /> the largest anticipated vehicle. <br />
