144 <br /> 05 January 2023 Page 2 <br /> Orange County Charter School <br /> DEQ Project No.23-0109 <br /> Using LID technology in landscaping will not only help maintain the predevelopment hydrologic <br /> regime,but also enhance the aesthetic and habitat value of the site. LID techniques include <br /> permeable pavement,narrower roads, and bioretention areas (ex. rain gardens)that can collect <br /> stormwater from driveways and parking areas. Additional information on LID can be found at the <br /> NC State University LID guide: https://www.uni-groupusa.org/PDF/NC LID Guidebook.pdf. <br /> Also,NCWRC's Green Growth Toolbox provides information on nature-friendly planning <br /> (http://www.ncwildlife.org/Conservin /g Programs/GreenGrowthToolbox.aspx). <br /> 3. Re-seed disturbed areas with seed mixtures or native plants that are beneficial to wildlife. Avoid <br /> using invasive,non-native plants(i.e.,tall fescue, lespedeza,and Bermudagrass)in seed mixtures <br /> or landscaping plants(http://www.ncwildflower.org/plant galleries/invasives list). In open areas, <br /> consider planting native,wildflower seed mixes that will create pollinator habitat within the <br /> project boundary. <br /> The pollinator habitat and any LID techniques, if used, could serve as an educational tool for the <br /> students. <br /> 4. We recommend clustering the buildings and areas with impermeable surfaces(i.e., courts, <br /> parking)and locating the open fields(i.e., soccer fields and open fields)closest to the undisturbed <br /> native vegetation and/or streams. Minimize clearing of the site to retain the maximum amount of <br /> native vegetation. <br /> 5. We recommend using green construction techniques to improve water,waste, and energy <br /> efficiency. <br /> 6. The use of biodegradable and wildlife-friendly sediment and erosion control devices is strongly <br /> recommended. Silt fencing,fiber rolls and/or other products should have loose-weave netting that <br /> is made of natural fiber materials with movable joints between the vertical and horizontal <br /> twines. Silt fencing that has been reinforced with plastic or metal mesh should be avoided as it <br /> impedes the movement of terrestrial wildlife species. These measures should be routinely <br /> inspected and properly maintained. Excessive silt and sediment loads can have numerous <br /> detrimental effects on aquatic resources including destruction of spawning habitat, suffocation of <br /> eggs, and clogging of gills of aquatic species. <br /> The NCWRC encourages the applicant to consider additional measures to protect wildlife species in <br /> developing landscapes.
