DEQ Project No. 23-0109.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the
proposed project description. Comments are provided in accordance with certain provisions of the United
States (U.S.) National Environmental Policy Act, Fish and Wildlife Coordination Act (48 Stat. 401, as
amended; 16 U.S.C. 661 et seq.), and North Carolina General Statutes (G.S. 113-131 et seq.).
Lawrence Road Partners, LLC is proposing to construct a charter high school with soccer fields, baseball
fields, tennis courts, basketball courts, skate park, open field, and parking lots. The site is on 85.75 acres
located northeast of the intersection of Lannie Drive and Lawrence Road in the Township of Eno, Orange
County,North Carolina. The site is currently agricultural land and woodland.
Unnamed tributaries to the Eno River and two potential wetlands occur on the site. The Eno River in the
Neuse River Basin is classified as a Water Supply V stream and Nutrient Sensitive Water by the North
Carolina Department of Water Resources(NCDWR). We do not have records for state or federally-listed
rare, threatened, or endangered species at the site. The lack of records from the site does not imply or
confirm the absence of federal or state-listed species. An on-site survey is the only definitive means to
determine if the proposed project would impact state or federally listed rare, threatened, or endangered
species.
We offer the following preliminary recommendations to minimize impacts to aquatic and terrestrial
wildlife resources.
1. Avoid impacting streams and wetlands. Maintain a minimum 100-foot undisturbed, native,
forested buffer along perennial streams, and a minimum 50-foot buffer along intermittent streams
and wetlands. Maintaining undisturbed, forested buffers along these areas will minimize impacts
to aquatic and terrestrial wildlife resources, water quality, and aquatic habitat both within and
downstream of the project area. Also, wide riparian buffers are helpful in maintaining stability of
stream banks and for treatment of pollutants associated with urban stormwater.
2. Use non-invasive native species and Low Impact Development(LID)technology in landscaping.
Mailing Address: Habitat Conservation • 1721 Mail Service Center • Raleigh,NC 27699-1721
Telephone: (919) 707-0220 • Fax: (919) 707-0028
