138 <br /> would formally review and approve any development activity that is consistent with these <br /> conceptual plans and calculations. <br /> Erosion and Sedimentation Control: <br /> According to current Orange County GIS imagery of the project parcel, there are three (3) <br /> previously mapped stream features within the project parcel boundaries. Orange County <br /> enforces stream buffers along streams, rivers, water bodies, and other water features <br /> (e.g. wetlands) as outlined in Section 6.13 of the Orange County UDO. Based on the <br /> submitted materials for the proposed development, the project could meet the basic <br /> E&SC requirements as outlined in Section 6.15 of the Orange County UDO and could be <br /> developed as generally proposed. The project also demonstrates an intent toward <br /> development outside of environmentally sensitive areas such as stream buffers. <br /> Stormwater Management: <br /> The project parcel is located in the Lower Eno Protected Watershed Overlay District, and <br /> is therefore subject to compliance with the Falls Lake Nutrient Management Strategy and <br /> the associated nutrient attenuation requirements. There are no known Special Flood <br /> Hazard Areas (SFHAs) located on the project parcel. Based on the submitted materials <br /> for the proposed development, the project could meet the basic Stormwater Management <br /> requirements as outlined in Section 6.14 of the Orange County UDO. The project <br /> proposes the installation of three (3) permanent primary Stormwater Control Measures <br /> (SCMs) to meet water quantity requirements (i.e. post-development stormwater runoff <br /> attenuation) and water quality requirements (i.e. post-development nutrient attenuation). <br /> The three primary SCMs are identified as Wet Ponds, with each Wet Pond inclusive of <br /> Floating Treatment Wetlands as integrated secondary SCMs. The SIA, while only <br /> preliminary at this stage of Orange County review, meets applicable Stormwater <br /> Management requirements as outlined in Section 6.14 of the Orange County UDO and is <br /> in general conformance with the North Carolina Stormwater Design Manual (i.e. Minimum <br /> Design Criteria). If the project is annexed by the Town of Hillsborough, any subsequent <br /> Stormwater Management review and approval of the project would fall under the <br /> jurisdiction of the Town of Hillsborough. <br /> Conclusion: <br /> The Division has No Objections to the approval of the rezoning request so long as a <br /> complete LDP application and supporting plans and calculations are submitted to Orange <br /> County for review, processing, and approval prior to commencement of on-site Land- <br /> Disturbing Activity.
