Mr. Collie then turned the meeting over to the <br /> applicant. The applicant went over their project in further detail and responded to <br /> numerous questions from the public. <br /> Discussion Summary: The majority of resident comments, questions, and concerns <br /> about the proposed rezoning revolved around the potential traffic impact of the <br /> surrounding area, stormwater runoff from the proposed development, and the need for <br /> another school in the area. <br /> Topics of Discussion: <br /> - Applicant stated the K-8 school would have approximately 400 <br /> students and the high school would have around 600. <br /> - Applicant answered that the schools would be public charter schools. <br /> - Applicant answered a question confirming that the schools would <br /> provide transportation to students. <br /> - Impacts on other surrounding public schools. <br /> - Traffic at the surrounding intersections (Lawrence Rd. & Hwy <br /> 70A),(Lawrence Rd. & Hwy 70),(Hwy 70A & Hwy 70) <br /> - Trip generation numbers <br /> - Were recent accidents in the area taken into consideration during the <br /> traffic study. <br /> - Applicant confirmed that they would be adding turn lanes including a <br /> left hand turn lane on Lawrence Rd. and a right hand turn lane on Hwy <br /> 70 A into the development. <br /> - Applicant detailed the involvement from NCDOT and how their review <br /> of the project would require intersection improvements to <br /> accommodate the proposed development. <br /> - How stormwater runoff and flooding of surrounding properties would be <br /> handled and prevented. <br /> - How much property would be taken from the surrounding property <br /> owners to construct road improvements. <br /> - What the application process would be like for students attending the <br /> schools. <br /> - Water and sewer needs and availability to the schools and the <br /> recreational facilities. <br /> - Will the property ever be annexed into the town limits of Hillsborough. <br /> - If rezoned could it be any other use other than what is proposed. <br /> Planning staff answered that only the site specific plan that was <br /> presented could be developed if property is rezoned. <br />
