130
Brian Collie, Planner II, opened the meeting with a presentation providing an overview
of the rezoning process and details about the rezoning application for the Lawrence Rd.
schools/recreational facility project. Mr. Collie then turned the meeting over to the
applicant. The applicant went over their project in further detail and responded to
numerous questions from the public.
Discussion Summary: The majority of resident comments, questions, and concerns
about the proposed rezoning revolved around the potential traffic impact of the
surrounding area, stormwater runoff from the proposed development, and the need for
another school in the area.
Topics of Discussion:
- Applicant stated the K-8 school would have approximately 400
students and the high school would have around 600.
- Applicant answered that the schools would be public charter schools.
- Applicant answered a question confirming that the schools would
provide transportation to students.
- Impacts on other surrounding public schools.
- Traffic at the surrounding intersections (Lawrence Rd. & Hwy
70A),(Lawrence Rd. & Hwy 70),(Hwy 70A & Hwy 70)
- Trip generation numbers
- Were recent accidents in the area taken into consideration during the
traffic study.
- Applicant confirmed that they would be adding turn lanes including a
left hand turn lane on Lawrence Rd. and a right hand turn lane on Hwy
70 A into the development.
- Applicant detailed the involvement from NCDOT and how their review
of the project would require intersection improvements to
accommodate the proposed development.
- How stormwater runoff and flooding of surrounding properties would be
handled and prevented.
- How much property would be taken from the surrounding property
owners to construct road improvements.
- What the application process would be like for students attending the
schools.
- Water and sewer needs and availability to the schools and the
recreational facilities.
- Will the property ever be annexed into the town limits of Hillsborough.
- If rezoned could it be any other use other than what is proposed.
Planning staff answered that only the site specific plan that was
presented could be developed if property is rezoned.
