11 <br /> Attachment 2 <br /> Analysis <br /> Staff Analysis <br /> As required under Section 2.8.5 of the UDO, the Planning Director shall cause an analysis to be made <br /> of the application. In analyzing this request, the Planning Director offers the following: <br /> 1. The application is complete in accordance with the requirements of Section 2.9.1 (C) of the UDO; <br /> 2. The proposal is consistent with the 2030 Comprehensive Plan, furthering the following goals: <br /> a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and designation <br /> of future land uses, with availability of County services and facilities sufficient to meet the <br /> needs of Orange County's population and economy consistent with other Comprehensive <br /> Plan element goals and objectives. <br /> The application features a Recreational Use and two Care & Educational Facility Uses — <br /> recreational facilities and two charter schools— in a predominantly residential area of <br /> Orange County. The Future Land Use Map identifies the property as within the "20 Year <br /> Transition Area", acknowledging more intensive development. The proposed uses will <br /> provide public amenities and resources to the surrounding residential community and <br /> greater region, which currently does not have ready access to either of the uses. The <br /> existing baseball and tennis facilities within reasonable proximity of the property will soon be <br /> extinguished by the redevelopment of those properties by the Collins Ridge subdivision in <br /> Hillsborough. Rather than adding further homes to the property and exacerbating sprawl, <br /> the proposed development will create a destination to serve community needs and relieve <br /> the recreational needs of the local and regional community. The development standards <br /> (e.g. landscaping) ensure conformance with the surrounding community character, and <br /> NCDOT's evaluation has ensured that the required transportation improvements will be <br /> "efficient and balanced". <br /> b. Land Use Goal 3: A variety of land uses that are coordinated within a program and pattern <br /> that limits sprawl, preserves community and rural character, minimizes land use conflicts, <br /> supported by an efficient and balanced transportation system. <br /> The site of the proposed development will allow for recreational and educational uses in an <br /> area that currently does not have ready access to these amenities and facilities. The <br /> proposed uses will create an active recreation and educational destination for residents in <br /> the local and regional areas rather than residential development currently allowed by-right <br /> that would exacerbate sprawl. Its location in the 20 Year Transition Area highlights that this <br /> area was anticipated to be developed by 2028 and the proposed development will introduce <br /> a non-residential amenity use to serve residents' needs rather than further residential <br /> development. <br /> c. Land Use Goal 6: A land use planning process that is transparent, fair, open, efficient, and <br /> responsive. <br /> The Orange County staff has noticed the public regarding this application, as required by <br /> Sections 2.8.7, 2.9.1(D), and 2.9.2 of the UDO, and including a required Neighborhood <br /> Information Meeting, mailings to neighboring property owners, posting of the property, and <br /> advertisement in the local newspapers. Additionally, staff have provided all application <br /> documents on the Active Development Projects webpage, responded to public inquiries, <br /> posted social media notices on the project, featured it in the weekly newsletter, <br /> communicated and made both the BOCC and Planning Board available for public emails <br /> concerning the application. <br /> 13 <br />
