11 <br /> Attachment 2 <br /> Proposed Utilities <br /> The schools are proposed to be served by Town of Hillsborough water and sewer utilities, as enabled by <br /> NCGS 115C-521(1). The recreational facilities will require Orange County Environmental Health approval of <br /> proposed well and septic systems. The memorandum provided by Environmental Health as part of their <br /> Development Advisory Committee review (Attachment 5) indicated no concerns with proposed septic and <br /> well locations. Suitability of the site to provide these services will need to be confirmed through appropriate <br /> permitting. Any significant changes from the water and wastewater plans provided will require amendment <br /> to an approved MPD-CD per section 2.9 of the UDO. <br /> Erosion Control/Stormwater Regulations <br /> The applicant has indicated the project will conform to existing stormwater management (Section 6.14) and <br /> erosion and sedimentation control (Section 6.15) regulations of the UDO. See Attachment 5. (Subject: <br /> Summary of Findings Regarding Conformance with Orange County Unified Development Ordinance <br /> (UDO) for Erosion and Sedimentation Control and Stormwater Management). <br /> Land Use Buffers/Setbacks <br /> Tree Protection Area Existing trees, regardless of size, shall not be cut or otherwise damaged or <br /> destroyed. Located in front, side, and rear yard setback areas, stream buffers <br /> and land use buffers where existing trees are present. <br /> Buffer Type C - Mixed Located around development perimeter where existing trees are not present. <br /> Per every 100 linear foot: 3 canopy trees, 1 evergreen tree, 2 deciduous <br /> understory trees, 5 evergreen understory trees, 40 shrubs. <br /> Street Trees Located along public and private street frontage per every 65 feet: 1 canopy <br /> tree, 1 understory tree (deciduous or evergreen). Clustering is encouraged. <br /> Must be at least 1 tree for every 100 linear feet. <br /> Vehicle Use Area — 10' minimum width. In addition to trees, a hedge at least 3 feet in height at <br /> Perimeter Buffer maturity shall be installed. <br /> Foundation Plantings Building perimeter. 5' minimum width, to be planted with vegetation of varying <br /> heights and textures. <br /> Environmental Assessment (EA) <br /> The applicant has provided an Environmental Assessment (EA) application and supporting materials as <br /> required in Section 6.16 of the UDO with their submittal. These materials have been shared with various <br /> State agencies via the NC Department of Administration's State Clearinghouse. Planning and DEAPR <br /> Staff have jointly reviewed the materials and agree with a determination of"Finding of No Significant <br /> Impact (FONSI)" as required in Section 2.25.1 (B) (5) of the UDO (Attachment 5). This determination <br /> eliminates a requirement from the applicant to provide a more detailed Environmental Impact Statement <br /> (EIS) process as outlined in Sections 2.25.2 and 6.16.4 of the UDO. <br /> 10 <br />
