11- <br /> Attachment 2 <br /> Proposed Project <br /> Proposed Development <br /> The Orange County Unified Development Ordinance (UDO) Table of Permitted Uses (Article 5, Section 2) <br /> allows for"Schools: Preparatory" and "Recreational Facilities" to be permitted in the Master Plan <br /> Development-Conditional District (MPD-CD) zoning district, subject to use standards and specific <br /> conditions, including a site-specific plan, required by the Orange County Board of County Commissioners <br /> (BOCC). <br /> The property owner and applicant, Lawrence Road Partners, LLC, are requesting a rezoning of the +/-84.9 <br /> acres property to MPD-CD. The applicants have provided a site-specific plan featuring two preparatory <br /> schools, and a recreational park featuring athletic fields and tennis courts and a clubhouse. The site-specific <br /> plan features landscaping, interior roads, parking, water and sewer utilities, and stormwater control <br /> measures that conform to the Orange County UDO development standards. The schools are proposed to <br /> be served by Town of Hillsborough water and sewer utilities, as enabled by NC General Statutes 115C- <br /> 521(i). The recreational facilities will require Orange County Environmental Health approval of proposed <br /> well and septic systems. <br /> A Master Plan and formal site plan are required to be submitted as part of an MPD-CD rezoning application <br /> and for school sites, respectively, and have been submitted. Approval of the Master Plan is part of the <br /> MPD-CD rezoning process. Section 5.8.4 of the UDO outlines the submittal requirements and use <br /> standards for a Schools: Preparatory site plan. Section 5.7.2 of the UDO outlines the standards for <br /> Recreational Facilities. A site plan addressing these requirements is included in the packet. No conditions <br /> are proposed to deviate from the use-specific standards for Preparatory Schools (UDO Section 5.8.4), <br /> Recreational Facilities (UDO Section 5.7.2), nor the general development standards (UDO Article 6). The <br /> memoranda in the agenda packet provide staff opinions regarding these matters; no objections to the <br /> project, as presented, were identified. Any agreed-upon conditions are binding to the development footprint <br /> permitted for the zoning district. Staff has recommended the imposition of conditions, as featured in the <br /> Ordinance. <br /> 5 <br />
