23
Kimley>>>Horn Lawrence Road Development— Orange County, NC
Table ES-1
Charter School Traffic Generation (Vehicles)
Land School PM
Use Land Intensity Daily AM Peak Hour peak Hour
Code Use In Out In Out In Out
Urban
MSTA Charter 800 stud. 862 862 548 448 314 414
School
K-8
Trips for the multi-use recreational area were generated assuming a 12-court tennis club
(ITE LUC 491) and 43.1 additional acres of park area, which was generated using data
published in the Pleasant Park Traffic Study (VHB, 8/10/16). This study surveyed local
recreational areas to derive a trip generation rate based on utilized acres. As shown in
Table ES-2, the recreational area has the potential to generate approximately 848 daily
trips and 150 PM peak hour trips. The recreational area is not expected to generate a
significant amount of traffic in the AM or school PM peak hours.
Table ES-2
Recreational Area Traffic Generation (Vehicles)
Land Daily PM Peak
Use Land Use Intensity Hour
Code In Out In Out
491 Tennis Club 12 courts 166 166 30 16
N/A Recreational Area 43.1 acres 258 258 46 58
Total Net New External Trips 424 424 76 74
According to the MSTA calculations for an Urban Charter school with 800 students in
grades K-8, in the projected (2025) build-out traffic condition the school should provide
enough storage to accommodate an average queue length of 3,395 feet and a high
demand queue length of 4,414 feet. The proposed school plans are providing enough
storage space to accommodate 4,414 feet via multiple circulation lanes around the site
that merge prior to the loading and drop-off area. These lanes will also be utilized to
contain the upper school high demand queue length of 2,751 feet. SimTraffic simulations
of both proposed school operations show that the queueing can be contained on site.
Capacity analyses were performed using Synchro Version 11 software. For the existing
and background scenarios, existing PHFs were used at all intersections. For the build
scenarios, a weighted PHF was used that calculated a new PHF by movement based on
all school site traffic having a PHF of 0.50. Table ES-3 summarizes the operation of the
study intersections for the AM and school PM peak hour traffic conditions.
ES-2
