DEQ Project No. 23-0109. <br /> Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the <br /> proposed project description. Comments are provided in accordance with certain provisions of the United <br /> States (U.S.) National Environmental Policy Act, Fish and Wildlife Coordination Act (48 Stat. 401, as <br /> amended; 16 U.S.C. 661 et seq.), and North Carolina General Statutes (G.S. 113-131 et seq.). <br /> Lawrence Road Partners, LLC is proposing to construct a charter high school with soccer fields,baseball <br /> fields,tennis courts,basketball courts, skate park, open field,and parking lots. The site is on 85.75 acres <br /> located northeast of the intersection of Lannie Drive and Lawrence Road in the Township of Eno, Orange <br /> County,North Carolina. The site is currently agricultural land and woodland. <br /> Unnamed tributaries to the Eno River and two potential wetlands occur on the site. The Eno River in the <br /> Neuse River Basin is classified as a Water Supply V stream and Nutrient Sensitive Water by the North <br /> Carolina Department of Water Resources(NCDWR). We do not have records for state or federally-listed <br /> rare,threatened, or endangered species at the site. The lack of records from the site does not imply or <br /> confirm the absence of federal or state-listed species. An on-site survey is the only definitive means to <br /> determine if the proposed project would impact state or federally listed rare,threatened, or endangered <br /> species. <br /> We offer the following preliminary recommendations to minimize impacts to aquatic and terrestrial <br /> wildlife resources. <br /> 1. Avoid impacting streams and wetlands. Maintain a minimum 100-foot undisturbed,native, <br /> forested buffer along perennial streams, and a minimum 50-foot buffer along intermittent streams <br /> and wetlands. Maintaining undisturbed, forested buffers along these areas will minimize impacts <br /> to aquatic and terrestrial wildlife resources,water quality, and aquatic habitat both within and <br /> downstream of the project area. Also,wide riparian buffers are helpful in maintaining stability of <br /> stream banks and for treatment of pollutants associated with urban stormwater. <br /> 2.
