11 <br /> Attachment 2 <br /> Proposed Access and Transportation Network Improvements <br /> The Project is proposing access from Lawrence Road and US 70 Business. Impacts to the surrounding <br /> transportation network may not be considered as a basis for approving or denying this application, per <br /> NCGS 160D-701: "The regulations may not include, as a basis for denying a zoning or rezoning request <br /> from a school, the level of service of a road facility or facilities abutting the school or proximately located to <br /> the school." <br /> Rather, transportation improvements must be required by the NC Department of Transportation (NCDOT) <br /> and consistent with the Municipal School Transportation Assistance ("MSTA") legislation NCGS 136- <br /> 18(29a), which specifies school traffic generation calculations and parameters for reviewing impacts to the <br /> local transportation network ("highway system"). It also requires the NCDOT to reimburse the school for <br /> any transportation improvements to the highway system. <br /> The following access improvements were recommended in the submitted Transportation Impact Analysis <br /> (TIA): <br /> o US 70 Alt. at Lawrence Road <br /> • Install a traffic signal <br /> • Construct an exclusive northbound left-turn lane with a minimum of 200 feet of storage plus <br /> taper <br /> • Construct an exclusive southbound right-turn lane with a minimum of 100 feet of storage plus <br /> taper <br /> • Construct an exclusive southbound left-turn lane with a minimum of 50 feet of storage plus <br /> taper <br /> o US 70 at Lawrence Road: <br /> • Construct an exclusive northbound left-turn lane with a minimum of 100 feet of storage plus <br /> taper <br /> • Construct an exclusive southbound left-turn lane with a minimum of 200 feet of storage plus <br /> taper <br /> • Adjust signal phasing and timing <br /> o Lawrence Road at Site Driveway 1: <br /> • Construct the full movement Site Driveway 1 with one ingress and two egress lanes <br /> • Construct an exclusive southbound left-turn lane with a minimum of 150 feet of storage plus <br /> taper <br /> o US 70 Alt. at Site Driveway 2: <br /> • Construct the full movement Site Driveway 2 with one ingress and two egress lanes <br /> • Construct an exclusive eastbound right-turn lane with a minimum of 75 feet of storage plus <br /> taper <br /> • Construct an exclusive westbound left-turn lane with a minimum of 150 feet of storage plus <br /> taper <br /> NCDOT's analysis, as found in Attachment 5, and pursuant to the MSTA law, requires the construction of <br /> left turn lanes with 150' of full storage at both site driveways (US 70A and Lawrence Road). <br /> The applicant is voluntartily offering the condition to construct road improvements based off their TIA, the <br /> full details of which can be found in Attachment 1. In summary: the applicant will commit to construct <br /> 7 <br />
