102 <br /> February 20, 2023 <br /> Brian Collie <br /> Orange County Planning&Inspections Department <br /> 131 W Margaret Lane <br /> Hillsborough,NC 27278 <br /> Resource Management Plan <br /> Lawrence Road Development-Meadowmont Farms <br /> The purpose of this plan is to protect and maintain the environmental and biological assets on the property of the <br /> proposed development and to coordinate and control the potential impacts of the future use of the property. <br /> 1. Protection of natural resources: a Biological Inventory(BI) and an Environmental Assessment(EA)has <br /> been conducted by Three Oaks Engineering, INC and is included in the application package for review. <br /> Figures 3 and 4 of the Biological Inventory Report show the classification of streams and wetland areas on <br /> the site. The streams and wetlands are listed under water features and drainage in the Environmental <br /> Assessment Application. All streams and associated buffers shall be delineated on the plan sheets as per the <br /> guidance provided by the Orange County UDO. These buffers will be noted on the construction drawings <br /> and final plat as undisturbed areas in perpetuity. They will be protected from impact during construction <br /> using tree protection fence and silt fence to delineate limits of disturbance. After construction of the site, <br /> buffers and streams shall remain in their natural state. Any proposed crossings of these buffers shall be <br /> permitted through Orange County, NCDENR and the USACE. <br /> 2. Ownership and maintenance of open spaces: Ownership on parcels containing the school sites and the <br /> recreation fields shall be by non-profit entities. The parcel that depicts the indoor facility may be either non- <br /> profit or for-profit owned(TBD). Common open spaces will consist of areas around and including <br /> stormwater control ponds that serve the entire development. There will be common septic fields that will <br /> serve the non-school parcels. All other areas such as vegetative buffers, landscaped areas, grassed areas and <br /> fields shall be maintained by the parcel owners. An existing or planted landscape buffer as required by <br /> Orange County's UDO shall be provided around the entire parcel. Existing vegetative buffers shall be <br /> protected from clearing and grading operations with tree protection fence and proposed landscaped areas <br /> shall provide the vegetative landscape density per the Orange County UDO as shown on the landscape plan <br /> included with this submittal. <br /> 3. Provision of Services: All facilities in this development shall provide waste disposal locations for <br /> recyclable and non-recyclable waste. These locations and container sizes shall comply with Orange County <br /> UDO and Orange County Solid Waste. During site construction all earth work will be managed on site, <br /> maintaining topsoil areas for respread and future vegetative growth. Stormwater management during <br /> construction and post-construction will be provided on site. Stormwater runoff during construction shall be <br /> directed to adequately sized erosion control devices to be specified in an erosion control plan approved by <br /> Orange County.
