MINUTES
ORANGE COUNTY BOARD OF HEALTH RETREAT
March 11, 2023
Ms. Stewart began by stating that the strategic planning process began back in 2019;
however, it was interrupted by COVID. As the OCHD's governing board, Ms. Stewart asked
the Board for feedback on the Mission Statement. Ms. Stewart read the current and
proposed Mission Statement. A Mission Statement is a short summary of an organization's
core purpose, focus, and aims. This usually includes a brief description of what the
organization does and its key objectives
Throughout the discussion, Ms. Stewart continuously updated the Mission Statement in real-
time based on the Board's suggestions.
Ms. Royce advocated for well-being vs quality of life. Ms. Stewart stated that quality of
life was broader.
Mr. Bagby asked for clarification on what "promote" means. Ms. Stewart explained that
promote was used as so much of what we do in public health is suggested/recommended and
not always mandated or a regulation to achieve optimal health.
Dr. Stuebe proposed using the words "promote and protect".
Dr. Jonnal agreed with Dr. Stuebe.
Ms. Rodgers also agreed with the usage of the word "protect" as she found it to be more
encompassing and it also leans into the environmental health (e.g. sewage and water) aspects.
Ms. Royce proposed placing the words "for the OC community" at the end of the Mission
Statement. She also liked having the word "well-being" included.
Mr. Whitaker also liked Ms. Royce's recommendation of"well-being".
Dr. Crandell inquired about using "OC residents".
Ms. Stewart, Ms. Hudson and Ms. Rodgers all disagreed with including "OC residents"
as they didn't want to exclude anyone based on residency, which may include students.
Discussion continued during lunch. A consensus was reached regarding the Mission
Statement.
H Responsibility _
Administration
Vision Statement
— Short description of an organization's aspirations and the widerimpact
it aims to create; a guiding beacon to everyone within the organization
and something which grounds decision-rnoking and determines the
int ded direction of the organization.
fission is "what" and the "how" while Vision is the "why"
N DHH,S Vision Statement
dvancing innovative solutions that foster independence, improve health
nd prornote well-being for all North Carolinians.
S:\Managers Working Files\BOH\Agenda&Abstracts\2023 Agenda&Abstracts/Board Retreat
Page 9
