MINUTES <br /> ORANGE COUNTY BOARD OF HEALTH RETREAT <br /> March 11, 2023 <br /> Ms. Stewart recapped that Mr. Bagby wanted a space for the BOH members to present <br /> to the Board, noting that they will be held to the same standards as other presenters. <br /> • BOCC Attendance Policy for Advisory Boards <br /> Ms. Stewart indicated that, during COVID, the BOCC relaxed some parts of their attendance <br /> policy. She reminded the Board that there is a section regarding attendance in the OC <br /> BOCC Advisory Board Policy. The policy provides an allowance of two excused absences <br /> in a 12-month period. It also states that advisory board members can be removed. <br /> In response to Dr. Crandell's question regarding who determines removal, Ms. Stewart <br /> informed him that, according to the advisory board policy, advisory board members are <br /> appointed by and serve at the pleasure of the BOCC and that they may be removed for any <br /> reason or no reason with or without cause. <br /> Ms. Stewart added that attendance is taken into consideration for reappointments. In <br /> addition, we are required to submit quarterly attendance logs to the BOCC Clerk's office. <br /> In response to various comments, Ms. Stewart reminded all that not having proper <br /> attendance could pose a problem when a quorum is required. She also recognized that there <br /> would be times when those that sit on multiple boards will be absent when board meetings <br /> occur on the same date. Those absences are considered excused.
