MINUTES
ORANGE COUNTY BOARD OF HEALTH RETREAT
March 11, 2023
Ms. Stewart replied noting that we will purchase one.
Dr. Jonnal stated that she'd like to know the magnitude of public health in OC, the public
health crises occurring in the OC and advocate for them. She'd like to hear what the problems
are versus what is going well.
Ms. Royce stated that the presenters should be given guidelines, to which Ms. Stewart
replied that we do but we'll find a better way. Ms. Strange informs the presenter of the time and
reminds them when they are close to the time allotment.
Mr. Bagby spoke about wellness. He asked why the vending machines at OCHD and the
Parks & Rec have sugary snacks in them. He also wanted to know what the UNC Hospitals are
doing post-COVID to change and improve things.
Ms. Rodgers wanted to know what UNC Hospital is doing as they impact our county.
Ms. Stewart stated that she could make that happen as our Medical Director, Dr. Erica
Pettigrew, also works for UNC.
Dr. Stuebe expressed that UNC Hospital is not-for-profit and are supposed to reinvest in
the community.
Ms. Stewart mentioned that there are UNC representatives on Healthy Carolinians of
OC.
After a short break, the retreat resumed.
Dr. Baldwin acknowledged the Accreditation requirements. He wanted to know if the
other educational sessions could be recorded and sent with a link to the Board with some sort of
acknowledgment from the BOH members that they had viewed them.
Ms. Stewart stated that an option could be that we use the consent agenda format. We
could email the information making the Board responsible for reading it. Conversation about the
information could be discussed at the Board meeting if warranted.
Dr. Crandell asked the Board if they would be in agreeance with moving the Board
Comments to the top of the meeting.
Ms. Royce would like a space for other public health items. She would like to have a
space for current events and how they relate to OC. Dr. Baldwin agreed and suggested adding
it to the Media Items portion of the agenda.
In response to Ms. Royce asking how to share information received from articles, Ms.
Stewart stated that it could be done during the Board Comments.
Dr. Crandell indicated he liked the idea of sharing; however, he wanted to make sure
that the conversations did not end up being random and warned of possibly going too far off
topic.
Ms. Rodgers followed up by stating that she could possibly see the Board not getting to
the agenda. She also expressed not wanting to get off track and possibly going over time for
the meeting.
Ms. Royce requested if there was a way to shave off some of the time for media items.
She stated that she did not need to hear a reiteration of them.
Ms. Stewart added that the same approach could be taken with the Health Director
Report. She does not have to verbally present it, as it is included in the agenda packet.
Ms. Royce stated that there should be a place for the Media Items and the Health
Director Report on the agenda.
S:\Managers Working Files\BOH\Agenda&Abstracts\2023 Agenda&Abstracts/Board Retreat
Page 7
