MINUTES
ORANGE COUNTY BOARD OF HEALTH RETREAT
March 11, 2023
• Vacant Dentist Position
Ms. Stewart revealed that Dr. Allessandra Lowery moved out of the county; thus, the Board
needs to recruit for the vacant seat. There have been many means of recruitment taking
place so far. She stated that Ms. Strange had sent out a recruitment email to all of the
dentists that work in Orange County (OC) and the BOCC's Clerks office has the vacancy
posted online. Ms. Stewart noted that we have not received any interested candidates;
although, it is still early in the recruitment process. The statute states that the seat can be
filled with an at-large member; however, they're only able to remain in that seat until a
dentist is recruited to fill the position.
Ms. Royce asked if the Board members are able to send out what has been circulated.
Ms. Stewart replied yes, as she will share the blurb with the Board.
Mr. Whitaker asked whether we have to continue to recruit or wait until a candidate
applies (e.g. fall into our lap). Ms. Stewart replied that we must actively search.
Dr. Baldwin announced that he'd like to reconvene the recruiting committee.
Mr. Bagby posed a question why there was the lack of dentist applicants vs doctors. Dr.
Baldwin wondered if it was simply a numbers thing. Ms. Rodgers speculated that it could be the
physicians' connection with public health and possibly, their belief that they could make a
difference.
In response to some Board members questions, Ms. Stewart detailed the qualifications
for a dental representative. They must be licensed and live in OC. The Board members stated
that they would reach out to their contacts and spread the word about the vacant dentist
position.
• Meeting Agenda Content— Educational Sessions
Ms. Stewart acknowledged that she heard the Board's previous comments regarding
hearing about more emergent issues and making system changes as opposed to the
traditional receipt of many educational sessions. As a result, the educational sessions have
decreased; hence, the Board's agenda has been bare minimum. She informed them that the
previous Board requested more educational sessions. In fact, they actually provided topics
on which they wanted to hear information on. Lastly, Ms. Stewart pointed out the
Accreditation handout, which displayed the required topics that must be presented to the
Board.
Ms. Rodgers suggested that the presenters stick to the time allotted as they sometimes
go over. She also stated that they sometimes have too many slides for the time allotted. They
should be reminded of the time and then stopped to prevent them going over the allotted time.
Dr. Baldwin commented after the presenter has finished, the Board then has 15 minutes
of questions.
Dr. Stuebe remarked that there should be a reason to hear the educational sessions.
There should be an interaction. It should add value to the organization presenting. There
should be an "ask".
Dr. Pickett proposed that we use a red, green light system —a presentation timer.
S:\Managers Working Files\B0H\Agenda&Abstracts\2023 Agenda&Abstracts/Board Retreat
Page 6
