MINUTES <br /> ORANGE COUNTY BOARD OF HEALTH RETREAT <br /> March 11, 2023 <br /> o OC has local EH rules. It has been twenty-three years since a complete overhaul of <br /> the rules. The 18E Rules have been in effect since 1983. <br /> o Some of the major changes include fundamental changes in regulatory functions. <br /> There is legislative routes that differ and that determine the process for applications. <br /> A small subcommittee of EH staff met to review the rules. A summary will be <br /> prepared and sent to the BOH Subcommittee for review after receiving any <br /> suggested changes and a fiscal and legal sufficiency review. In October, the <br /> proposed EH rules will be presented to the BOH with a public notice published for <br /> feedback/comment. Afterwards, the EH rules will be voted in November. <br /> • EH Cell Phone Project <br /> Angela Sowers, Environmental Health Program Specialist, presented on cell phone <br /> contaminations in food settings. Below are some highlights of her presentation. <br /> o There were no published articles regarding cell phones in food settings. Surface <br /> swab samplings were conducted on the cell phones of the front and back house staff <br /> in full service restaurants only, none of them were fast food restaurants. There were <br /> 30 facilities that voluntary participated. A set of hypotheses and sampling criteria <br /> were established to ensure the same procedure was performed at each facility. <br /> Forty-four percent of the phones had E-coli. <br /> o A recommended policy regarding cell phone use in food operations was created to <br /> prevent cross contamination was created. Brochures were created with brochures in <br /> Spanish and English. The recommended policy was purposely made to be equitable <br /> (e.g., some persons work multiple jobs; some are single parents and need to receive <br /> calls from their children). <br /> o Ms. Hudson stated that they're applying for a $10K grant and plan to conduct a full <br /> risk factor study. <br /> Below is a link to the presentations. <br /> • https://www.orangecountync.gov/241/Board-of-Health <br /> Community Health Services (CHS) Division Update <br /> Dana Crews, CHS Director, presented an update on CHS Division activities. The survey <br /> questions asked in the last CHA are being reviewed for relevancy. Community <br /> events are being held in March and April. Ms. Royce volunteered to be on the <br /> Survey and Data Collection Team. A goal of this CHA will be equitably covering <br /> the county for primary data collection.
