MINUTES <br /> ORANGE COUNTY BOARD OF HEALTH RETREAT <br /> March 11, 2023 <br /> Dr. Stuebe spoke about the Charity Care program with UNC. She and Ms. Stewart are <br /> starting to gather data on the eligibility requirements. <br /> Ms. Stewart spoke about the Gaines Chapel Neighborhood and how the Environmental <br /> Health Division, Mr. Whitaker and Dr. Baldwin were instrumental. The goal was to start building <br /> relationships with the community. <br /> As we are in the process of starting the next Community Health Assessment (CHA), <br /> Ms. Stewart asked the Board if they would like to continue with its current priorities. <br /> Dr. Baldwin replied that he would like to keep the current subcommittees. <br /> Dr. Stuebe pointed out the need to change Substance Abuse to Substance Use <br /> Disorders. <br /> Commissioner Bedford will join the Health Equity subcommittee. <br /> Dr. Jonnal will move to the Substance Use Disorders subcommittee. <br /> Dr. Crandell asked if the goal is for the subcommittees to meet on a quarterly basis. <br /> Ms. Stewart stated that we'd get the subcommittees meetings scheduled soon as we <br /> have hired a new BOH Strategic Plan Manager. <br /> BOH Responsibility—Advocacy & Policy Development <br /> • Environmental Health (EH) Overview/Advocacy Opportunities <br /> Victoria Hudson, EH Director, provided an overview of the EH Division. Below are some <br /> highlights. <br /> o There are 19 staff with one vacancy (this position has been reclassed). EH has been <br /> equitable in its hiring and its makeup is diverse in race and gender. EH is working on <br /> kits to help people chlorinate their own wells with the offer of more resampling after <br /> they chlorinate. <br /> o Ms. Hudson gave a thorough explanation of how wells work and how well water is <br /> filtered in response to Mr. Bagby's questions. <br /> o Ms. Hudson stated that the division is working on cross training, to assure continuity <br /> of services as staff leave. <br /> ➢ Since March 11, 2022, there were 4800 inspections. There has been 1400 <br /> public records were gathered due to public requests and 750 establishments <br /> have been inspected. <br /> ➢ All of the EH programs were reviewed by the State without any suggested <br /> corrective actions. <br /> ➢ Current challenges include the housing market trends, as EH is a fee for service <br /> agency. Staffing shortages at those inspected facilities (e.g. grocery stores, <br /> restaurants) require additional follow-ups which is affecting the EH staff. <br /> Mr. Privott offered an invitation to BOH members to accompany him on a field trip. <br /> • EH 18E Rule Revisions <br /> Thomas Privott, Environmental Health Supervisor, provided a presentation on wastewater rules. <br /> Below are some highlights. <br /> S:\Managers Working Files\B0H\Agenda&Abstracts\2023 Agenda&Abstracts/Board Retreat <br /> Page 12 <br />
