MINUTES
ORANGE COUNTY BOARD OF HEALTH RETREAT
March 11, 2023
ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality
of life, promote the health, and preserve the environment for all people in the Orange County
community.
THE ORANGE COUNTY BOARD OF HEALTH MET ON March 11, 2023, at the Bonnie B.
Davis Center, Room 104, 1020 US-70 West, Hillsborough, NC 27278.
BOARD OF HEALTH MEMBERS PRESENT: Keith Bagby— Chair, Aparna Jonnal —Vice-
Chair, Bruce Baldwin, Commissioner Jamezetta Bedford, Brian Crandell, Lee Pickett, Rachel
Royce (left at 2pm), Shielda Rodgers, Alison Stuebe, and Tony Whitaker.
BOARD OF HEALTH MEMBERS ABSENT: None.
STAFF PRESENT: Quintana Stewart, Health Director; Dana Crews, Community Health
Services Director; Victoria Hudson, Environmental Health Director; Carla Julian, Compliance
Manager; Thomas Privott, Environmental Health Supervisor; Angela Sowers, Environmental
Health Program Specialist; and La Toya Strange, Administrative Support I.
Welcome
Chair Bagby called the meeting to order. Chair Bagby welcomed everyone, encouraged all to
participate and to express his or her thoughts and ideas.
Ms. Stewart thanked the Chair, Vice-Chair and Past Chair for serving as the planning committee
for the retreat. She went over general housekeeping items for the group. She asked everyone
to sign the sign-in sheet. Ms. Stewart also informed the board that Post-it Notes have been
provided in their folders. Their purpose is to capture ideas/thoughts that do not quite fit with the
current topic presently being discussed. They were instructed to place the Post-it in the parking
lot (there was a large Post-it sheet on the wall titled Parking Lot) with the purpose of revisiting
that idea/thought later.
Ms. Stewart suggested that the retreat begin with introductions. The board members introduced
themselves including their seat representation and their occupation. Ms. Stewart informed the
board that Vice-Chair Jonnal would be arriving late as she was coming from working a night
shift at the hospital. The Orange County Health Department (OCHD) Leadership Team and
staff also introduced themselves to the board.
Retreat Purpose & Objectives
Overview of the Day
Next, Ms. Stewart reviewed the purpose for the retreat. She asked the Board if they had
anything additional to add. Board members are busy professionals who juggle numerous
responsibilities. Setting aside a time to engage in a board retreat may seem like a burden, but
investing the time in a retreat can help the Board adopt a more collaborative approach to
governance. This is valuable for building board cohesiveness and establishing respect and
S:\Managers Working Files\B0H\Agenda&Abstracts\2023 Agenda&Abstracts/Board Retreat
Page 1
