I <br /> NOTICE OF PUBLIC HEARING <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> A public hearing will be held in the Judge F. Gordon Battle Supol Courtroom of Me <br /> New Orange County Courthouse, 106 E. Margaret Lane, Hillsborough, North Carolina, on <br /> Tuesday, May 26, 2002, at 7:30 PM for the purpose of giving all interested citizens an <br /> oppadunity to speak for or against the following item: <br /> A. SCHOOLS ADEQUATE PUBLIC FACILITIES ORDINANCE <br /> Purpose: To conduct a second public hearing on the Schools Adequate <br /> Public Facilities Ordinance Memorandum of Understanding (MOU) and <br /> ordinance M address modifications suggested through previous public <br /> hearings, Schools and Land Use Councils (SLUG), attorney. and <br /> administretion comments. The revisions specifically Morass the timing of <br /> Issuance of a school Certificate of Model Public Facilities(CAPS)to new <br /> development and a process for annual reevaluation and update to the <br /> technical school capacity/membership formula. A few other matters were <br /> addressed in the proposed MOU. <br /> Residential growth has increased sharply in Orange County over the past <br /> decade, in large part due to the well-known quality of the public schools in <br /> the county. Concern has been expressed by elected officials Mat <br /> oveicmrvding in the schools could jeopardize the quality education that Is a <br /> IInchpin of the quality of Ida in Orange County. In 1999,a joint committee of <br /> elected officials, staff members from the County antl Towns of Cetrboro, <br /> Chapel Hill, and Hillsborough and both school districts began the process of <br /> designing ways M maintain proper levels of educational service by <br /> synchronizing residential growth with aducatlonal capital facilities. This <br /> method has been used effectively in other areas of Me country where <br /> residential growth is over-burdening public facilities. <br /> This committee began to look at the issue of linking new development b <br /> the capacity of schools as a way to help ensure quality schools in Orange <br /> County. From this committee was developed a model MOU and a model <br /> ordinance. This MOU and ordinance have been refined through previous <br /> public input including a public hearing conducted in Orange County on <br /> November 27. 2000. Based upon recommendations from public <br /> comment, Me Joint Schools and Land Use Council has amended Me <br /> MOU and ordinance into its current form at its November 2001 meeting. <br /> Because of substantive changes made to both documents, it is required <br /> that they come to a public hearing a second time. <br /> Other local governments are also In the process of review and/or approval <br /> of this growth management strategy_ <br />
