Beni <br /> (tinder Separate Cover) <br /> TELEPHONE NUMBERS: <br /> Chapel 732-8181 <br /> Chapel HIII 988-7301 <br /> Durham 888-7331 <br /> Mebane (336)227d031 <br /> PURPOSE: To transmit the latest draft of the Orange County Hazard Mitigation Plan to the North <br /> Carolina Division of Emergency Management for their comments. <br /> BACKGROUND: In June of 2001, the North Carolina General Assembly passed Senate Bill 300: <br /> An Act to Amend the Laws Regarding Emergency Management as recommended by the <br /> Legislative Disaster Response and Recovery Commission. Among other provisions,the bill <br /> requires that local governments have an approved hazard mitigation plan which includes a <br /> community assessment and mitigation strategy in order to receive state public assistance fund <br /> (effective for stateEeclered disasters after August 1,2002). Participating municipalities would be <br /> pad of the county-wide plan to aid in coordination and consistency_ <br /> On February 25, 2002, the first draft of the Orange County Hazard Mitigation Plan was presented at <br /> public hearing. The Orange County emergency management and planning departments have been <br /> working with a state consultant, Ron Campbell, over the last three months to update and amend <br /> the plan in accordance with public and commissioner comment. The towns of Canboro and <br /> Hillsborough have also provided input, and material from Chapel Hill is expected to be integrated <br /> into the county plan at a future date. <br /> Few substantive changes have been made to the plan since it was brought to public hearing in <br /> February of 2002. The bulk of the changes are organizational and stylistic. The entire body of the <br /> plan (excluding the appendices)has been reorganized and rewritten to improve flow and <br /> readability. The only new information appears in the Historical Summarysection under'Stop 1: <br /> Hazard Identification and Analysis', and that information is the dollar value amounts of damaged <br /> property due 0 recent natural disasters. The appendices have been reordered and the Town of <br /> Hillsborough (Appendix E)submitted new information. A new map has been added to Appendix A; <br /> a couple of maps have been altered to improve appearance, but no substantive changes were <br />
