1
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: May 16, 2023
Action Agenda
Item No. 4-c
SUBJECT: Presentation Regarding Uproar Festival of Public Art
DEPARTMENT: County Manager— Arts Commission
ATTACHMENT(S): INFORMATION CONTACT:
Katie Murray, Arts Commission Director,
Presentation 919-245-2335
PURPOSE: To receive information on a new upcoming, countywide festival called Uproar
Festival of Public Art.
BACKGROUND: Uproar Festival of Public Art is four years in the making. Supported by all three
municipalities, UNC-Chapel Hill, and other civic and arts organizations, Uproar will drive tourism
into the downtown communities during the slow summer months while celebrating the
participating artists and community pride. The festival will take place through downtown Chapel
Hill, Carrboro, and Hillsborough and will feature 60 outdoor works of public art. A jury panel and
the public will be responsible for selecting winners and cash prizes will be awarded. Uproar is the
first event of its kind in NC, due to its scale and prioritization of accessibility and community
engagement, and is the recipient of the Orange County Arts Commission's first award from the
National Endowment for the Arts.
FINANCIAL IMPACT: Partial funding for Uproar is provided by Article 46 Sales Tax, as well as
occupancy tax through both the Arts Commission and Visitors Bureau. Uproar will have a
significant indirect financial impact to Orange County through visitor spending in local hotels,
restaurants, and businesses.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic
background; age; military service; disability; and familial, residential or economic status.
Uproar will be a fully accessible activity for all people to enjoy, including those with limited mobility,
low vision, and limited financial resources.
