2 <br /> Health Department <br /> 2. The Guilford County Health Department has awarded $25,000 in ARPA Workforce <br /> Development pass through funds to the Orange County Health Department. These <br /> funds will be used to purchase Women's Health Program equipment. This amendment <br /> appropriates this award in the General Fund. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents <br /> Interest Income <br /> 3. Due to the higher interest rate environment, the County is able to generate additional <br /> revenue from investing its cash on hand. Through three quarters, the County has <br /> generated over $1 million above its original budget in interest income. This budget <br /> amendment recognizes $425,000 of that revenue in order to absorb two unbudgeted <br /> expenses that have occurred during the year. First, since the start of the pandemic, the <br /> County has been incurring $4.3 million of expenses to charge to the Federal Emergency <br /> Management Agency (FEMA) for reimbursement. After a careful review of expenses in <br /> the fund, $150,000 of those expenses are not eligible for FEMA reimbursement, and <br /> must be absorbed by the General Fund. Second, the Asset Management Services <br /> Department has contended with rising inflation in its natural gas, building supply, and <br /> building repairs funds, and requires $275,000 in additional authorization to maintain <br /> services through year end. <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goals <br /> applicable to this item: <br /> School Deferred Maintenance <br /> 4. In prior budget amendments, the Board has authorized $3.5 million in excess fund <br /> balance towards school capital needs — $984,561 of which was awarded to Woolpert, <br /> Inc. to provide a School Capital Needs Assessment. The remaining amount was <br /> provided to both school districts to allocate towards various capital needs. Both districts <br /> have requested that their funding be applied towards Deferred Maintenance Projects. <br /> This amends the following capital ordinance in the School Capital Fund, outside of the <br /> General Fund: <br /> CHCCS Deferred Maintenance ($1,478,575) - Project# 54022 <br /> Revenues for this project: <br /> Current FY 2022-23 FY 2022-23 <br /> FY 2022-23 Amendment Revised <br /> Financing Proceeds $13,563,400 $0 $13,563,400 <br /> Transfer from General Fund $4,569,224 $1,478,575 $6,047,799 <br /> Total Project Funding $18,132,624 $1,478,575 $19,611,199 <br />
