2 <br /> November 2, 2022 meeting stating that the three proposed properties possess special historical <br /> and/or architectural significance and are worthy of landmark designation. The November 2, 2022 <br /> HPC meeting minutes are provided at Attachment 4. <br /> The application materials for each eligible property (Attachments 1-3) were then submitted to the <br /> State Historic Preservation Office (SHPO) for review and comment as required by state law. The <br /> SHPO provided positive reviews (Attachment 5). The next step is for the HPC to hold a joint <br /> public hearing with the BOCC, as required by the County's Historic Preservation Ordinance. <br /> (It should be noted that a fourth property, the Davis Cotton Gin and Barn, also received HPC <br /> approval at the HPC's November 2, 2023 meeting and was forwarded to the State Historic <br /> Preservation Office. However, the SHPO is still reviewing that property, so it is not eligible for <br /> further consideration at the County level at this time.) <br /> Following this joint public hearing, the BOCC and the HPC will take into consideration public <br /> comments, if any. It is projected that the HPC will then present final draft landmark ordinances to <br /> the Board of Commissioners for consideration and adoption, likely at the June 6, 2023 Business <br /> meeting. <br /> FINANCIAL IMPACT: Should these properties move forward and the Board adopt the ordinances <br /> at a future meeting designating these properties as Local Landmarks, the owners of the properties <br /> will be eligible to apply for a 50-percent property tax deferral as per state law and the County's <br /> Historic Preservation Ordinance. Of these three properties, only one, the David Faucette House, <br /> is privately owned, and the owners of this house presently pay property taxes. A preliminary <br /> calculation by DEAPR staff shows a proposed reduction from the present property tax bill of <br /> $3,699.67 for the David Faucette House, to approximately $1,835, representing a reduction in <br /> property tax revenue by$1,835. The final calculation will be generated by Tax Administration staff. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board hold a joint public hearing <br /> with the Historic Preservation Commission to receive public comment on the proposed <br /> designation of these three properties as candidates for designation as Orange County Local <br /> Landmarks. It is projected that the HPC will then present final draft landmark ordinances to the <br /> Board of Commissioners for consideration and adoption, likely at the June 6, 2023 Business <br /> meeting. <br />
