Discussion on Potential Amendments to the Orange County Arts Commission Advisory <br /> Board Policies and Procedures <br /> The Board discussed potential amendments to the Orange County Arts Commission (OCAC) <br /> Advisory Board Policy and Procedures. <br /> BACKGROUND: The Orange County Board of County Commissioners Advisory Board Policy <br /> (Advisory Board Policy) requires all members of County advisory boards and commissions to be <br /> Orange County residents. The Advisory Board Policy states that a specific advisory board policy <br /> may indicate other requirements. <br /> On November 16, 2021, the Board of Commissioners approved an amendment to the Chapel <br /> Hill/Orange County Visitors Bureau Advisory Board Policies and Procedures to allow non-County <br /> residents to serve as long as a majority of the Visitors Bureau Advisory Board is composed of <br /> County residents. <br /> Representation on the OCAC Advisory Board by leadership of Orange County arts agencies is <br /> critical, but not all leaders of local arts organizations reside in Orange County. A proposed <br /> amendment to the OCAC policies and procedures would allow one non-resident Orange County <br /> arts leader to serve on the OCAC Advisory Board. <br /> The amended language is proposed as follows: <br /> "Members shall be residents of Orange County and shall maintain their <br /> domicile in Orange County, excepting however that one member may <br /> be a non-resident. Domicile is defined as one's permanent established <br /> home as distinguished from one's temporary although actual place of <br /> residence. The Clerk shall confirm the residency of applicants. <br /> Members shall have a direct or indirect background in the arts and be <br /> actively involved in the arts. Candidates should either live in Orange <br /> County, have invested in Orange County, or have a direct arts interest <br /> in Orange County." <br /> Katie Murray, Arts Commission Program Coordinator, introduced the item. She said they <br /> are requesting that one person be allowed to serve even though they are not an Orange County <br /> resident. <br /> Chair Bedford asked if allowing two members to live out of county would be better to give <br /> more flexibility. <br /> Katie Murray said yes, because the cost of living is so high. She said that the arts <br /> commission should always be a majority of the people in the community. <br /> Commissioner Greene said she also thought allowing two out of county representatives <br /> would be reasonable. She suggested new language for the policy, in the second sentence of the <br /> second paragraph: <br /> "Candidates should either live in Orange County, or hold a leadership <br /> position with an Orange County arts organization..." <br /> Chair Bedford asked how the change should be approved by the Board. <br /> John Roberts said the policy should come back to the Board at a business meeting on a <br /> consent agenda. <br /> Vice-Chair McKee asked if there are any other boards and commissions that have <br /> membership outside of Orange County. <br /> Bonnie Hammersley said only the Visitor's Bureau. <br />
