She said that it can be <br /> 10 12 months or longer if there are appeals due to delay to receive an appellate decision. She said <br /> 11 there are sometimes children with complex behavioral health needs that may need particular <br /> 12 supports in an adoptive home. <br /> 13 Commissioner Richards said she is an adoptive parent and understands the complications <br /> 14 that go along with the process. She asked what age range there are for foster adoptions. <br /> 15 Crystal Mitchell said from birth to age 18. <br /> 16 Commissioner Richards asked if DSS works with private agencies. <br /> 17 Crystal Mitchell said they do work with private agencies for placement. <br />
