Discussion on Potential Amendments to the Orange County Arts Commission Advisory <br /> 2 Board Policies and Procedures <br /> 3 The Board discussed potential amendments to the Orange County Arts Commission (OCAC) <br /> 4 Advisory Board Policy and Procedures. <br /> 5 <br /> 6 BACKGROUND: The Orange County Board of County Commissioners Advisory Board Policy <br /> 7 (Advisory Board Policy) requires all members of County advisory boards and commissions to be <br /> 8 Orange County residents. The Advisory Board Policy states that a specific advisory board policy <br /> 9 may indicate other requirements. <br /> 10 <br /> 11 On November 16, 2021, the Board of Commissioners approved an amendment to the Chapel <br /> 12 Hill/Orange County Visitors Bureau Advisory Board Policies and Procedures to allow non-County <br /> 13 residents to serve as long as a majority of the Visitors Bureau Advisory Board is composed of <br /> 14 County residents. <br /> 15 <br /> 16 Representation on the OCAC Advisory Board by leadership of Orange County arts agencies is <br /> 17 critical, but not all leaders of local arts organizations reside in Orange County. A proposed <br /> 18 amendment to the OCAC policies and procedures would allow one non-resident Orange County <br /> 19 arts leader to serve on the OCAC Advisory Board. <br /> 20 <br /> 21 The amended language is proposed as follows: <br /> 22 <br /> 23 "Members shall be residents of Orange County and shall maintain their <br /> 24 domicile in Orange County, excepting however that one member may <br /> 25 be a non-resident. Domicile is defined as one's permanent established <br /> 26 home as distinguished from one's temporary although actual place of <br /> 27 residence. The Clerk shall confirm the residency of applicants. <br /> 28 <br /> 29 Members shall have a direct or indirect background in the arts and be <br /> 30 actively involved in the arts. Candidates should either live in Orange <br /> 31 County, have invested in Orange County, or have a direct arts interest <br /> 32 in Orange County." <br /> 33 <br /> 34 Katie Murray, Arts Commission Program Coordinator, introduced the item. She said they <br /> 35 are requesting that one person be allowed to serve even though they are not an Orange County <br /> 36 resident. <br /> 37 Chair Bedford asked if allowing two members to live out of county would be better to give <br /> 38 more flexibility. <br /> 39 Katie Murray said yes, because the cost of living is so high. She said that the arts <br /> 40 commission should always be a majority of the people in the community. <br /> 41 Commissioner Greene said she also thought allowing two out of county representatives <br /> 42 would be reasonable. She suggested new language for the policy, in the second sentence of the <br /> 43 second paragraph: <br /> 44 "Candidates should either live in Orange County, or hold a leadership <br /> 45 position with an Orange County arts organization..." <br /> 46 Chair Bedford asked how the change should be approved by the Board. <br /> 47 John Roberts said the policy should come back to the Board at a business meeting on a <br /> 48 consent agenda. <br /> 49 Vice-Chair McKee asked if there are any other boards and commissions that have <br /> 50 membership outside of Orange County. <br /> 51 Bonnie Hammersley said only the Visitor's Bureau. <br />
