78 <br /> shall have the right and authority to enforce all controls, covenants, conditions, restrictions, <br /> easements, development guidelines, charges and liens imposed by such Additional Declaration <br /> and any amendments thereto, whether or not such right and authority is expressly provided for in <br /> such Additional Declaration. <br /> (d) Notwithstanding anything contained herein to the contrary, it is expressly understood and <br /> agreed that, until such time as a Certificate of Occupancy is issued for a residence on every <br /> recorded Lot in Eden View Acres, the prior written consent of Declarant shall be required for any <br /> parties to modify, change and/or amend, in whole or in part, the terms and provisions of this <br /> Declaration, any Supplemental Declaration, any Additional Declaration and/or the Bylaws or to <br /> impose new or additional covenants, conditions, restrictions or easements on any part of the <br /> Property. <br /> 7 <br />
