Memorandum of Agreement Between Jonathon Smith, Interim County Extension <br /> The Board of Commissioners Orange Director, 919-245-2057 <br /> County and North Carolina State <br /> University <br /> 2. Addendum to Memorandum of <br /> Agreement Orange County <br /> PURPOSE: To approve and authorize the Manager to sign a Memorandum of Agreement <br /> between Orange County and North Carolina State University (NCSU)that will define the individual <br /> relationships and mutually agreed upon responsibilities of NCSU and Orange County Government <br /> in the operation of the Orange County Center of North Carolina Cooperative Extension. To assure <br /> that educational programs offered by Cooperative Extension meet the needs of the local clientele, <br /> it is important that both elected and appointed decision makers at each level of government <br /> understand their respective responsibilities and relationships in conducting and funding this work. <br /> BACKGROUND: In March 2023, a new Memorandum of Agreement was developed and <br /> distributed to each County Manager and County Extension Director in the State. This <br /> Memorandum of Agreement is to be signed by the Chair of the Orange County Board of <br /> Commissioners (or a Designee of the Board of County Commissioners), the Director of North <br /> Carolina Cooperative Extension, and the Dean of the College of Agriculture and Life Sciences at <br /> North Carolina State University. <br /> The last Memorandum of Understanding was signed by Orange County on October 9, 2007. In <br /> an effort to update language and to ensure that the Agreement accurately reflects currently <br /> exisiting local, state, and national law, this new Memorandum of Agreement is presented to the <br /> Orange County Board of Commissioners for approval. <br /> North Carolina State Extension (NC State Extension) was established as a part of the College of <br /> Agriculture and Life Sciences of North Carolina State University (NCSU) by federal and state <br /> legislation for the specific purpose of "extending" the educational services of the University to the <br /> people of the state, on subjects related to agriculture and natural resources, family and consumer <br /> sciences, 4-H youth development, and community and rural development. The laws creating the <br /> Cooperative Extension Service were specifically designed to assure that the findings of research <br /> in these areas are communicated to the people of the State. <br />
