7 <br /> • Identification of Potential Partnerships and Regionalism: Identification of <br /> partnerships, including other county departments, that may be leveraged more <br /> efficiently and effectively to help implement the Plan. As a county that does not <br /> own/operate/maintain a public water or sewer utility, partnerships with utility <br /> providers (municipal, water/sewer authority, and non-profit) will need to be <br /> identified through the planning process to achieve shared goals in the areas of <br /> social equity, housing affordability, and transit supportive development. <br /> • Plan Recommendations: To include land use policies, future Small Area Plan <br /> needs, and proposed Unified Development Ordinance (UDO) amendments that <br /> reflect a future land use vision balancing stated interests obtained through the <br /> planning process; identification of shared County and municipal goals (e.g. <br /> housing affordability); identification of land use goals and objectives that are <br /> shared with other adopted county plans; and an implementation strategy. <br /> Following execution of a contract, the project is expected to kick-off early this summer <br /> and will span a little over two years. Generally, the project is envisioned to include the <br /> following phases: <br /> Phase 1: Launch Project <br /> Phase 2: Identify New Issues and Opportunities (1st Outreach Window) <br /> Phase 3: Evaluate Planning Influences <br /> Phase 4: Develop the Plan (2nd and 3rd Outreach Windows) <br /> Phase 5: Adopt the Plan (Public Hearing) <br /> Planning Staff will provide additional information to the Planning Board following BOCC <br /> approval of the consultant contract and as the kick-off of the project nears (early <br /> summer 2023). Forthcoming information will include details of each project phase, <br /> outreach waves and techniques; consultant deliverables and schedule; and roles, <br /> among other key components. The Planning Board will have semi-annual opportunities <br /> to meet with the consultant to offer input and guidance and is expected to serve as a <br /> critical resource during each wave of outreach.
