6 <br /> • Recommendations that set a path for future County planning and identification <br /> areas where municipal coordination and partnerships are needed for <br /> implementation; <br /> • Comprehensive land use goals and objectives that are concise and practicable; <br /> and <br /> • A Land Use Plan that identifies and expresses the pattern of desired growth and <br /> development, including the location, distribution, and characteristics of future land <br /> uses. <br /> Request For Proposal (RFP) Process and Contract Award <br /> In February 2023, Orange County issued a Request for Proposals (RFP) to identify a <br /> qualified consultant to develop a new CLUP for Orange County. <br /> Proposals were received and evaluated by a review committee consisting of the <br /> County's Chief Equity and Human Rights Officer; Planning Director; Deputy Planning <br /> Director, Long-Range Planning & Administration; and Senior Planner. <br /> The BOCC is expected to receive the review committee's recommendation and <br /> consider awarding a contract at its June 6, 2023 regular meeting. The Plan will be <br /> grounded in the principles of social equity, and synthesize and build upon previous <br /> outreach efforts and relevant aspects of recent County initiatives in the areas of transit, <br /> housing, climate, and strategic planning. <br /> Overview of Key Principles and Project Components <br /> The following key principles and components will inform the scope of services: <br /> • Public Engagement: A synthesis of information obtained through other recently <br /> completed County public outreach efforts, most specifically the Countywide <br /> Strategic Plan. That plan's land use survey questions shall be used to help <br /> inform Orange County's future land use goals. A project website shall be used as <br /> a mechanism to keep the public informed during the process, as well as a series <br /> of outreach meetings. Project deliverables, presentations and project <br /> announcements posted and maintained on the website. The project is expected <br /> to include multiple waves of community outreach (in-person and virtual input <br /> options) and windows for input and comments, technical steering through a <br /> County multi-department committee, and several presentations to the Planning <br /> Board and BOCC for check points at key stages of the project. <br /> • Social Equity: The Plan will approach components through a social equity lens, <br /> consistent with the One Orange County Racial Equity Plan. The lens will be <br /> specific to the needs, communities and populations of Orange County, with <br /> focused efforts made to engage historically underserved or disenfranchised <br /> communities, and communities of color. <br /> • Graphics, Length and User Friendly: The Plan will be of a length that is <br /> conducive to user-friendliness and written for the general public. Easy to read <br /> and informative charts, graphs, and maps shall be used throughout the Plan. <br /> Visualization techniques that graphically and accurately depict pertinent <br /> information for each component of the Plan. <br />
