She said it is hard to compete <br /> 8 for social workers and there is a widespread need. She said there is a STEP plan implemented <br /> 9 for social workers to make sure they stay competitive. She said they are competing with nearby <br /> 10 counties and their hiring rates. She said they are trying to make sure taking care of the employees <br /> 11 that are here.
