Attachment 3 1 1 DRAFT MINUTES 2 ORANGE COUNTY 3 BOARD OF COMMISSIONERS 4 BUSINESS MEETING 5 March 21, 2023 6 7:00 p.m. 7 8 The Orange County Board of Commissioners met for a Business Meeting on Tuesday, March 9 21, 2023 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. 10 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, and Commissioners Amy 12 Fowler, Sally Greene, Jean Hamilton, Phyllis Portie-Ascott, and Anna Richards 13 COUNTY COMMISSIONERS ABSENT: Vice-Chair Earl McKee 14 COUNTY ATTORNEYS PRESENT: John Roberts 15 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager 16 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified 17 appropriately below) 18 19 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present. 20 21 1. Additions or Changes to the Agenda 22 23 Chair Bedford dispensed with reading the public charge. 24 25 2. Public Comments (Limited to One Hour) 26 a. Matters not on the Printed Agenda 27 28 There was no one signed up to speak. 29 30 b. Matters on the Printed Agenda 31 (These matters will be considered when the Board addresses that item on the agenda below.) 32 33 3. Announcements, Petitions and Comments by Board Members 34 Commissioner Fowler said she attended the Cooperative Extension quarterly update 35 meeting via Zoom on March 14th. She said Tyrone Fisher was promoted to the North Central 36 Extension Director and Jonathon Smith is the interim Orange County Extension Director. She said 37 the position is being advertised and also noted that members are needed for the Cooperative 38 Extension Advisory Council. She announced that Cooperative Extension has $500 community 39 garden grants that are awarded on a rolling basis and encouraged anyone interested to reach out 40 to Mart Bumgarner. She said she attended the ABC Board meeting and heard from several 41 organizations receiving funding from the ABC Board for alcohol and substance abuse awareness, 42 prevention, education, and treatment. 43 Commissioner Hamilton thanked the Board and Orange County staff for their support while 44 she dealt with the loss of her mother. She said she attended the Alliance Health Board of Directors 45 budget retreat and received an overview of plans for the budget next year with tailored plans. She 46 said the Schools Safety Task Force meets in two days. 47 Chair Bedford said she attended the Board of Social Services meeting yesterday, and 48 recently attended a Board of Health retreat that covered mission, vision, and budget. 49 Commissioner Greene said she will be attending a GoTriangle meeting tomorrow and has 50 nothing else to report.
