Approval of Congestion Management and Air Quality (CMAQ) Protect <br /> The Board approved Orange County's Congestion Management and Air Quality (CMAQ) and <br /> Carbon Reduction Program (CRP) project, and approved the associated Resolution. <br /> h. Designation of Applicant's Agent Update for Orange County Application for FEMA's <br /> Hazard Mitigation Grant Program-Hurricane Florence <br /> The Board updated the designation of an agent for Orange County's application for Federal <br /> Emergency Management Agency's (FEMA) Hazard Mitigation Grants Program for repetitive loss <br /> property acquisition for property most recently suffering damage on September 14-17, 2018 <br /> during Hurricane Florence. <br /> L Approval to Transfer Properties Back to Caldwell Fire Department Insurance District <br /> from East Orange Fire Insurance District <br /> The Board approved the transfer of properties back to the Caldwell Fire Insurance District that <br /> had previously been transferred to the East Orange Fire Insurance District due to not being in the <br /> rated insurance district prior to the certification of Caldwell Fire Station 2. <br /> j. Two Proposed Contract Amendments to the Existing Three-Year Interlocal Agreement <br /> between Orange County and the Town of Chapel Hill Joint Funding for the "LAUNCH, Inc." <br /> Small Business Incubator <br /> The Board approved two proposed contract amendments to the current three-year Interlocal <br /> Agreement between Orange County and the Town of Chapel Hill that financially supports the <br /> LAUNCH, Inc. entrepreneurial small business incubator. The amendments are based on 1) <br /> LAUNCH, Inc. having physically moved from 306 West Franklin Street, Chapel Hill to 136 East <br /> Rosemary/137 East Franklin Street, Chapel Hill; and 2) LAUNCH, Inc. now using the County's <br /> funds to support operating expenses as opposed to lease payments. <br /> k. Opioid Litigation Supplemental Agreement for Additional Funds <br /> The Board amended a Memorandum of Agreement (MOA) with the State of North Carolina <br /> regarding the disbursement of settlement funds related to the national opioid litigation by entering <br /> a Supplemental Agreement for Additional Funds (SAAF). <br /> I. Signature Authorization for Greene Tract Deeds Property Transfer <br /> The Board authorized the Chair to sign the Greene Tract deeds to allow for the transfer of property <br /> with the Town of Chapel Hill and the Town of Carrboro. <br /> m.
