He said it is also <br /> a possibility to tear it down. He said that when you think about efficiency, he is thinking about <br /> building proximity to the services they provide. He said that all of these are very intertwined. He <br /> said he feels confident that the Link building can be renovated and the intrusion issues alleviated. <br /> Commissioner Fowler said that the county has been trying to divert individuals from the <br /> court system and providing other services that may go in the same building. She asked if those <br /> specifics were discussed with staff. <br /> Jay Smith said he would follow up on the question and get the information from his <br /> consultant. <br /> Commissioner Richards asked how the behavioral diversion facility fits into the study. <br /> Jay Smith said the study was based on existing facilities, and the diversion facility was not <br /> taken into account. <br /> Commissioner Richards said that some of the support services could be associated with <br /> the diversion facility. She said the facility should be brought into the conversation. <br /> Jay Smith said that if there are things that they know about those need to be included in <br /> the data. <br /> Bonnie Hammersley said when the county talks about diversion, the team that is diverting <br /> needs space to do their work. She said that Caitlin Fenhagen was involved in the facility study. <br /> Vice-Chair McKee said that if the Link Building is removed, the county cannot rebuild due <br /> to proximity to the creek. <br /> Jay Smith said that was correct. <br /> Vice-Chair McKee asked at what point of renovate does it transition between renovate <br /> and essentially a removal. <br /> Jay Smith said the "bones" of the building would remain in place. He said if the building <br /> was completely removed, the county could not rebuild due to buffers around streams. <br /> Vice-Chair McKee said it is served by a geothermal system and if they remove the building <br /> does that terminate the geothermal system they spend a lot of money on. <br /> Jay Smith said the geothermal system that supplies would no longer function. <br /> Vice-Chair McKee said that removal of the geothermal would be a loss and then the space <br /> turned it into a parking lot. <br /> Commissioner Richards asked if selling the property wasn't an option. <br /> Jay Smith said it was not considered since they could use it for space needs growth but it <br /> is an option for the county. <br /> Vice-Chair McKee said there is another factor to consider and that if he was looking to buy <br /> the space, he would drastically reduce the amount he would be willing to pay with the cost of <br /> removing the building and that after that deduction is made, the county would essentially be giving <br /> it away. <br />
