2. Would like to use FCI to prioritize and help with <br />feasibility and planning <br />d. What needs are excluded from the capital budget request? <br />i. CHCCS – Andre’ <br />1. New school construction, swing space needed <br />during renovations not included in request <br />ii. OCS - Patrick <br />1. School growth from west (Mebane) – difficult to <br />project increases <br />e. For longer term planning, what if we had a CIP with details for <br />10 years? <br />i. CHCCS <br />1. Have shifted to 10 year framework and submitted <br />request to county <br />ii. Note from Orange County Manager and Finance: It <br />is critical to have detail in years 6 through 10 of the <br />10 year CIP in order to best understand the <br />implications on debt service and predict next bond <br />issuance. <br /> <br />4. Discussion and Next Steps <br />a. Jean: <br />i. Example of template used for submitting CIP requests to <br />county <br />ii. If there were no funding limits what would that look <br />like? <br />1. Patrick and Andre’ shared that if funding wasn’t <br />a limit, would build new schools rather than <br />renovate old schools (would still need swing <br />space to house students while build and demolish <br />older buildings) <br />a. Eric shared that he would engage with <br />Green Tract site to build a new <br />elementary site, land next to Morris <br />Grove for more swing space for Phillips <br />Middle school to start renovate it, and <br />start working on more renovations at <br />other middle schools <br />iii. Could we construct the “aspirational” CIP so we can talk <br />about how could we make it work and look at the <br />priorities countywide? <br />1. BOCC will hear the long term financial plan <br />presentation and debt model this Thursday <br />evening so this is good timing <br />b. Bonnie: <br />i.
