6 <br />o Provide insight about approaches, opportunities, and risks around <br />emerging practices for contracting and program management, <br />including projects that could cross campuses and districts. <br />o Recommend how the county and two school districts can prioritize <br />projects within a 10 year plan to address school facility needs in a <br />transparent way. <br />Research alternative funding sources for school capital improvements: <br />o Revisit county capital plans and financing to identify potential funding <br />sources for school capital <br />o Work with state and federal legislators and the public to advocate for <br />funds for school capital. <br />County and both school districts commit to continue working together on <br />school capital planning through the existing work group: <br />o Review and update the county’s policies governing school facilities <br />planning and financing <br />o Work with both school districts to develop a 10 year plan for school <br />facilities – building upon the work that’s already been done by both <br />school districts. <br />o In parallel, the county should work with the two school districts to <br />update SAPFO to better reflect school capacity characteristics. <br />NEXT STEPS <br />If both school boards and the county agree, and the county moves forward with the <br />consulting assessment, the work group should shift to an advisory role working <br />with the consultant.
