<br /> <br />7 <br />projects. <br /> <br />Using industry relevant platform or other software approved by the Districts Facility Managers, <br />the Consultant shall generate multi-year capital and financial planning based on the Districts <br />deferred maintenance backlog, capital replacement, and selected timeframe. The Consultant <br />shall use industry relevant platform to provide analyses, and project funding, for a period not <br />less than 25 years. <br /> <br />C. Benchmarking and Best Practices <br />Using an industry relevant platform or other software approved by the Districts, the Consultant <br />shall provide benchmarking of facilities and building condition, site condition, suitability for <br />education programs and technology. Benchmarking of the facilities condition index should <br />follow standard industry practices. The consultant should also provide management best <br />practices in contracting, project/program management, and maintenance as well as financing <br />alternatives and capital projects planning and prioritization. It would be particularly helpful to <br />see practices for multiple school districts located and funded by one governing authority. The <br />County and Districts understands that any financing alternatives practiced in other U.S. States <br />and recommended by the selected Consultant would be subject to the North Carolina Local <br />Government Commission requirements and be legally permissible within the North Carolina <br />General Statutes. <br /> <br />D. Project Planning <br />The Districts intends to use an industry relevant platform to create, track, and execute scoped <br />projects. As deemed beneficial to CHCCS and OCS, the Consultant may use an industry relevant <br />platform to aggregate projects into contract packages or bundles of projects for more cost- <br />effective contracting/purchasing/correction i.e. joint district purchases and cooperative <br />purchasing to achieve economies of scale. The Districts should have the ability to perform <br />iterative analysis of various correction projects to analyze the most cost-effective approach for <br />the work, giving the Districts’ Facility Departments the ability to develop logical and strategic <br />deferred maintenance reduction plans, and capital expenditure plans most appropriate to <br />budget allocations. <br /> <br />The awarded Consultant shall provide the following deliverables: <br />1) Copies of Draft Report (for review/comment by the County and Districts) to include: <br />a. Executive Summary <br />b. Methodology Description <br />c. Assessment of School Facilities and Management Processes <br />• Evaluation and FCI for every school and administrative campus <br />• Assessment of Capital, Program, and Project Management Practices <br />• Assessment of Facilities Maintenance Processes <br />• Assessment on use of staffing, contractors, and program managers <br />• Assessment of Planning and funding approaches <br />d. Conclusions and recommendations <br />e. Summary Reports, with different sorts and queries on data <br />f. Detailed Building and FCA Score for all Facilities and Deficiency Data <br />g.
