2 <br /> 1 Commissioner Fowler said she attended the Black History Month Knowledge Bowl and <br /> 2 poetry slam. She said that the poetry slam was very powerful. <br /> 3 Commissioner Richards said she also attended the Black History Month Knowledge Bowl, <br /> 4 the poetry slam, and the Pauli Murray Awards. She said that she attended a GoTriangle meeting <br /> 5 and that she learned a lot at the discussion. <br /> 6 Commissioner Greene said she attended IGNITE, a UNC chapter of a nationwide <br /> 7 organization to encourage young women to go into elected office. She said that all of the women <br /> 8 on the board were invited. She said that she, Commissioner Richards, and Chair Bedford were <br /> 9 able to attend. <br /> 10 <br /> 11 4. Orange County Transportation Priority List for SPOT 7.0 / FY 2026-2035 STIP <br /> 20 The Board received a presentation of Orange County's transportation priorities for the State's <br /> 21 Strategic Prioritization of Transportation (SPOT)/Strategic Transportation Improvement Program <br /> 22 (STIP). <br /> 23 <br /> 24 BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT)adopts a ten-year <br /> 25 Statewide Transportation Improvement Program (STIP) that funds and schedules transportation <br /> 26 projects throughout the state for all modes. The STIP implements Metropolitan and Rural <br /> 27 Planning Organizations (MPO/RPO) adopted Comprehensive Transportation Plan (CTP) and <br /> 28 Metropolitan Transportation Plan (MTP). The CTP and MTP are used by the MPO/RPO to <br /> 29 determine which projects are submitted for consideration in the STIP using the Strategic <br /> 30 Prioritization of Transportation (SPOT) process. <br /> 31 <br /> 32 SPOT P7.0 Schedule and Process <br /> 33 Between spring and fall 2023, MPO/RPOs across the state will submit their limited number of <br /> 34 projects — based on their population and total centerline miles —to North Carolina Department of <br /> 35 Transportation (NCDOT) for inclusion in SPOT 7.0. These projects must be approved by their <br /> 36 respective Boards prior to submission to the MPO/RPO for their consideration. Orange County's <br /> 37 process requires the BOCC approve the list of County transportation priorities prior to submission <br /> 38 to respective MPO/RPO. <br /> 39 <br /> 40 Each MPO/RPO has its own unique process for determining which limited number of projects to <br /> 41 submit to NCDOT. <br /> 42 • DCHC MPO will only submit projects listed in the adopted MTP. <br /> 43 • TARPO uses a subcommittee for SPOT 7 project selection. <br /> 44 • BG MPO uses a multi-criteria process to determine which projects to submit <br /> 45 <br /> 46 Before the MPO/RPO Boards approve projects for submission, they will conduct a 30 day public <br /> 47 comment period and public hearing. <br /> 48 <br /> 49 SPOT P7.0 Project List <br />
