She asked <br /> 7 if the rules changed or what changed that made them reset. <br /> 8 Nishith Trivedi said it depends on the MPO and RPO. He said as an example, TARPO, <br /> 9 each MPO and RPO has a limited number of projects they can submit. He said he wishes they <br /> 10 could submit every project for scoring but they can't. He said they may have 12 projects in the <br /> 11 MPO, but other jurisdictions also have projects. He said that number gets smaller and smaller <br /> 12 because MPOs and RPOs are the only submitting jurisdictions to the state. <br /> 13 Commissioner Richards clarified that they were never prioritized, they were just part of the <br /> 14 list of projects. <br /> 15 Nishith Trivedi said that was correct. <br />
