She asked when they talk about growth, what is that <br /> 9 based on? <br /> 10 Jay Smith said it is based on the population growth of the county. He said some <br /> 11 departments were already in a deficit that would be made up. He said each department was met <br /> 12 with and their square footage was measured and the team learned about what each department <br /> 13 does. He said a balanced approach was taken in regards to hybrid work environments.
