She asked if the weighted voting can be invoked for any <br /> 8 project. <br /> 9 Nishith Trivedi said it is any. He said it is the MPO and RPO Boards that determine what <br /> 10 projects get submitted. <br /> 11 Chair Bedford said she pushed for geographical equity. <br /> 12 Nishith Trivedi said MPOs are allowed to create their own process, they just can't score <br /> 13 their own projects. <br /> 14 Chair Bedford said the towns have a vote on the MPO. <br /> 15 Commissioner Fowler thanked Nishith Trivedi for the presentation and for explaining the <br /> 16 process. <br /> 17 Chair Bedford said the circle diagram is very helpful. She said they would see Nishith <br /> 18 Trivedi again in April to approve the resolution. <br /> 19 <br /> 20 7. Reports <br /> 21 <br /> 22 a. Orange County Facilities Master Plan Update <br /> 23 The Board received an update regarding the development of a Facilities Master Plan for Orange <br /> 24 County, and provided feedback regarding several key planning recommendations. <br /> 25 <br /> 26 BACKGROUND: At the Board of Commissioners' May 3, 2022 Business meeting, the Board <br /> 27 approved a contract with O'Brien Atkins Associates for the development of an Orange County <br /> 28 Facilities Master Plan with a 20 year planning horizon. The scope of the planning effort was to <br /> 29 encompass all major facilities and programs operated by the County, with the exception of Parks <br /> 30 and Recreation and Solid Waste, as these departments will be conducting separate planning <br /> 31 efforts. <br /> 32 <br /> 33 At the Board's May 24, 2022 Business meeting, representatives of O'Brien Atkins Associates <br /> 34 presented the planning approach to the Board and received comments from the Board on goals <br /> 35 and direction for the effort. <br /> 36 <br /> 37 Over the summer and fall of 2022, O'Brien Atkins Associates performed the following tasks in <br /> 38 support of the development of the Facilities Master Plan: <br /> 39 <br /> 40 <br /> 41 Task Dates <br /> 42 <br /> 43 Project Kick-Off May 24th, 2022 <br /> 44 Planning Goals & Data GathJuing-July 2022 <br /> 45 Space Planning —.July- ctober 2022 <br /> 46 Public Forum November 17th, 2022 <br /> 47 Planning Options November 2022— Present <br /> 48 <br /> 49 <br /> 50 The following facilities planning goals were established early in the process: <br /> 51 0 Provide customer service in safe, secure and accessible facilities. <br />
