4 <br /> Chair Bedford would like more in-depth communication with people who do not usually <br /> attend meetings. She said she'd like to see goals integrated into department work. She said she <br /> wanted something that looked like the county's master aging plan with actionable items and <br /> measureable goals. She said she'd like a 10-year horizon since government can move slowly. <br /> Commissioner Hamilton said she'd like the measures to be used to make data driven <br /> decisions. <br /> Commissioner Portie-Ascott asked if the measurable goals will be integrated into the <br /> budget. <br /> Charlene Kirongozi said yes, the best practice is to align the budget to the strategic plan. <br /> Commissioner Greene asked how unexpected challenges or opportunities are <br /> incorporated into the plan. <br /> Charlene Kirongozi said it is important to review, re-examine, and reframe. <br /> Jonathan Grace said that organizations must give themselves flexibility. <br /> Commissioner Fowler said some things are state mandated. She said it is important to <br /> acknowledge that fact when creating the plan. <br /> Chair Bedford said it is important for her to temper her own expectations. She said <br /> mandated vs. optional/desired means that the Board needs to be realistic with the community. <br /> Commissioner Portie-Ascott asked if the county is strategizing based on excess income <br /> or based on the services the county is able to provide. <br /> Charlene Kirongozi said it's both, and that the consultants would push the Board to be <br /> aspirational. She said they would also set expectations with the community engagement groups <br /> and encourage priority-setting. <br /> b.
