14 <br /> THREATS: <br /> Commissioner Portie-Ascott said a threat is a lack of money and work force to accomplish <br /> some of the things we want to do. <br /> Commissioner Greene said a threat is encroaching development around the county. She <br /> said the lack of affordable housing is a threat. She said the unemployment rate might be low, but <br /> many people working in the county are driving in from far away each day because they can't afford <br /> to live where they work. <br /> Vice-Chair McKee said a growing population is bringing gentrification to Orange County. <br /> He said other threats include high expectations and resistance to change. <br /> Chair Bedford said increasing costs are forcing people out. She said mental health issues <br /> are a threat, especially for youth. She said climate change is a major threat. She said the General <br /> Assembly cutting funding across service areas is a threat. She said the county's biggest threat <br /> is recruiting and retaining employees. <br /> Commissioner Richards agreed that the General Assembly is a threat. She said there are <br /> competing interests with limited resources. She said population growth is projected to slow. She <br /> said statewide, the projection is higher growth. She said she is not sure how that fits into planning. <br /> She said it may be perception versus reality. <br /> Commissioner Fowler said growth has led to tearing down affordable housing and <br /> replacing it with unaffordable housing. She said transit may not be meeting the needs of <br /> residents. She said school capital is a large need looming in the environment. <br /> Commissioner Hamilton said there are a lack of people for human service employment. <br /> She said that undermines the ability of schools to provide services. She said the demand from <br /> elsewhere is driving up the cost of housing. She said balancing those demands is difficult. <br /> Strategic Plan Community Engagement <br /> a.
