29 <br /> Slide #9 <br /> North Carolina's C VlD Waivers and Policy <br /> Changes <br /> • In addition to the ending of emergency FNS allocations, <br /> there are other waivers and program requirements <br /> ending that will have impacts on eligibility for families <br /> and workload for staff. <br /> During the PHE most clients received continuous <br /> Medicaid coverage regardless of changes in household <br /> income or other factors that normally impiact eligibility. <br /> • The FNS program implemented several waivers <br /> designed to make applying easier and extended <br /> eligibility to college students, people with certain types of <br /> felony convictions, and able-bodied adults without <br /> dependents who were not working <br /> ORANGE COUNTY <br /> 9 wk1FCf]I C_iROLINA <br /> Slide #10 <br /> North Carolina Medicaid Continuous <br /> Coverage Unwinding <br /> • The 2023 Consolidated Appropriations Act (Omnibus Bill) <br /> decoupled the continuous coverage requirement from <br /> the Federal Public Health Emergency, The process to <br /> begin terminating Medicaid cases will start April 1, 2023. <br /> Due to the 90 day renewal process in North Carolina, the <br /> first termination will be effective ,duly 1 , 2023 with some <br /> exceptions. <br /> All 22,000+ Medicaid cases in orange County wiII need <br /> to be evaluated for ongoing eligibiIity by M ay 31 r 2024, <br /> Many clients will lose eligibility during this process. <br /> Clients receiving Medicaid for Govid Testing (MCV) will <br /> lose coverage when the public Health EmergencV_ends. <br /> C}RAN E COUNTY <br /> 10 SUR-n I C.
